Frank Keenan, charged with forgery in New Orleans and wanted in Shreveport, was arrested in Monroe Sunday by Officers Parker and Lenard at a local hotel. Monroe will hold him for both cities. New Orleans has first claim, with four charges in Shreveport and two in New Orleans.
