President Carter ordered a full blanket pardon for Vietnam era draft evaders covering Aug 4 194 to Mar 28 1975 with two exceptions for violence and for Selective Service System officials. The defense department will study deserters and others with non honorable discharges while 4500 deserters remain at large.
