Estimated federal receipts and outlays in President Ford's 1977 budget are shown alongside 1976 estimates and 1975 actuals. The data cover fiscal years and note rounding, with 1975 and 1976 aligned to July 1 through June 30 and 1977 from October 1 to September 30. Transition quarter figures are excluded.
The Labor Department reported December 1975 consumer prices rose 0.5 percent, yielding a 7.0 percent rise for the year. Service costs led inflation, with 8.1 percent annual growth, while overall price increases were far below 1974 levels.
Twin Cities Chit Chat reports that lowering state highway speed limits increased local district judges workload by about 20 percent for speeding ticket cases in open court. Of 37 of 238 cases going to court in January 6 8 and 9, nine tickets were written for exactly 70 mph in a 55 mph zone, speeds previously legal. Public records omit listed speeds on waived cases.
The Mississippi River Bridge Authority asked Gov. Edwards to divert 440 million from the abandoned Interstate 410 project for a second Mississippi River bridge at New Orleans. Officials note federal funds could total up to 600 million.
President Ford asked Congress for sweeping five year authority to set eligibility, benefits and operations for welfare programs worth over 26 billion dollars annually. The move targets Aid to Families with Dependent Children Supplemental Security Income and food stamps. Authority would speed changes but remain subject to congressional review and disapproval.
Births and deaths for January to October 1975 in 16 Northeast Louisiana parishes totaled 5 667 and 3 228 respectively, versus 5 514 births and 3 193 deaths in 1974. Ouachita led birth increases with 1 875 in 1975, while Morehouse posted the largest rise in deaths with 57 more deaths than 1974.
The West Monroe Life Underwriters Association will launch a week long Bicentennial tree planting drive in coordination with the Johnny Horizon Program. Trees donated by Roark Nursery will be planted at the West Monroe City Jail site, and 10 000 trees from Olinkraft will go to elementary students. Trees will be available to the public January 29 at 512 Stella Street with a limit of 10 per person.

Chief B R Breland of the Monroe Fire Department is the states first to earn Fire Instructor I certification from the Louisiana Commission on Fire Fighting Personnel Standards and Education. Mayor Ralph T. Troy Fire Chief Charles A. Roddy and Jimmy Chapman presented the certificate.
President Ford outlines a 1977 budget with $394.2 billion in spending and a $43 billion deficit, calling for increased defense outlays offset by higher Social Security taxes and cuts in food stamps school lunches and Medicare. He seeks to give states authority over 59 federal programs and hints at flexibility beyond a rigid spending ceiling. The plan envisions a growth path with unemployment remaining high and targeted tax cuts offset by Social Security increases.
U S District Judge Dawkins law clerk said the Monroe suit seeking a home rule government form may not reach court for two to three years while its backers push for an earlier hearing. Dr Walker retired January 1 after leading NLU for more than 17 years.
