His wife Hilda Bulkeley talks of his dedication to family and duty, recounting letters about their daughter Joan Isabel and pets, and noting his background from New York and San Antonio to the Naval Academy.
Montrose Calif Jan 21 A Honolulu nurse widow learns her husband Second Lieutenant Edgar E Barr shot down the first Japanese plane during Pearl Harbor attack. He initially tells her nothing happened and keeps the secret.
Nelson announces abolition of the office of production management and unification under a new war production board with six divisions. A requirements committee led by William L. Batt will coordinate with military and allied agencies. Ernest Kanzler is to head the automobile conversion program. A separate report details a hemispheric war production plan to remove trade barriers and unify currency, to be discussed at the Rio conference.
About 250 to 300 musicians from six states attend the third annual band orchestra and vocal clinic in Monroe. The event runs from Wednesday afternoon to Saturday night with regional, school and association sponsors and a public schedule of performances.

Havana January 21 The Cuban cabinet authorized broad powers to control prices wages and salaries regulate agriculture industry commerce and production and to buy essential goods in an emergency Expropriation of vital commodities was authorized to defend the nation.
Detroit reports the War Production Board will stop passenger car and light vehicle production on February 1. About 350,000 workers may face temporary unemployment, with absorption into war output expected in six to eight months. The industry is expediting plant conversion and labor reallocation to aviation and bomber work.
Col H C Kress Muhlenberg was found innocent on all charges after a 49 minute deliberation by a general court martial in Columbus Ohio. The 55 year old retiring air corps officer faced accusations over a December 17 speech criticizing distribution of combat planes overseas. The decision goes to Major General Van Voorhis for review before final War Department confirmation.
Allied warships shell the Malay coast 60 miles north of Singapore as Roosevelt proclaims the Yanks are coming. Singapore defenders report 13 Japanese raiders shot down. RAF bombers strike Japanese air bases in Malaya. Tokyo claims near but unconfirmed advances toward the island. MacArthur’s forces in the Philippines report savage fighting and initial Japanese infiltrations near the Baton Peninsula.
Government economists estimate 1941 national income reached 92.2 billion dollars averaging 693 per person, up 16.2 billion from 1940 and 8.8 billion from 1929. Wages led with 48 billion, manufacturing with 26.6 billion, and military outlays plus defense orders fueled the rise.
