Washington AP report outlines Kennedy budget plan to fund Nike-Zeus and Nike-X antimissile programs. Nike-Zeus intercepts warheads beyond the atmosphere, while Nike-X speeds intercepts nearer the ground. Officials warn production depends on proven improvements and system integration.
Baton Rouge AP reports a manslaughter trial of George D. Smith and four other staff at the State Industrial School for Colored Youth over the beating death of Hosea Fountain a 15 year old New Orleans inmate Coroner Chester Williams described severe brain injuries dehydration and other wounds Williams noted swelling to the upper lip and buttock skin torn from the youth Johnson a cottage father testified that Fountain was flogged by Smith and others Fountain died in June as the trial opened with dramatic demonstrations by both sides including a defense attorney head striking demonstration and a prosecutor performing push ups to illustrate injuries.
Berlin AP report says Wu Hsiuchuan of China was jeered and interrupted as he attacked Khrushchev's coexistence policy during a speech at the East German communist congress. 2,500 delegates and guests hissed, stamping feet and shouting, while Wu pressed on for about 30 minutes before ending with little audible effect.
The Department of Justice asked courts to desegregate public schools in federally impacted areas across four counties in Alabama Mississippi and Louisiana. The suits target Madison and Mobile counties in Alabama with Redstone Arsenal and Brookley Air Force Base, Harrison County Mississippi with Keesler Air Force Base, and Bossier Parish Louisiana with Barksdale Air Force Base. Filed in Birmingham Mobile Jackson and Shreveport the actions argue that racial segregation of children of servicemen and federal employees violates the 14th Amendment and harms morale.
James Sprayberry 37 of Sulphur Springs Fla was charged with assault on the high seas for forcing a shrimp boat captain Walter McCarthy 30 and second mate Robert Nieves 29 overboard while aboard the Three G s off the coast of Mexico in Campeche Bay. Sprayberry held in Galveston jail under 1000 bond. crew later retook control of the 60 foot shrimper and radio contact was reestablished with owner W W Gore of Freeport Tex.
H K Thatcher executive vice president of the Ouachita River Valley Association attends a meeting in Monroe. Ouachita Parish Assessor Mrs Bert Coverdale and Deputy Assessor Odis Russell return from Baton Rouge after attending the Louisiana Tax Assessors Association convention. Mrs Coverdale enjoyed the social side of the event.
The SS Shirley Sykes, 495 feet and valued at $10 million, carries 7,310 tons of food and drugs and 1,000 life jackets toward Cuba as part of Fidel Castro's ransom for 1,113 invasion captives. A Pan Am DC6B Clipper with medicines follows for Havana, while Red Cross notes keep hopes up for possible exits of Cuban-Americans or refugees.

Five new Monroe Chamber of Commerce directors were honored at a public relations luncheon as they were elected by the more than 650 members. They are Charles H. Bird, Jack S. Campbell, Ben F. Marshall, Jack O. May, and James A. Noe. Incoming president J. H. Scogin Jr hosted the event in the Paragon Club. The group will elect MCC officers next Wednesday at 3 p.m. in the Virginia Hotel Cameo room.
President Kennedy will make an informal working visit to West Germany after visiting Italy this year. U S Engineers propose an 11 million dollar series of reservoirs on Bayou Bartholomew to prevent floods in Arkansas. The plan includes about 30 reservoirs on upper tributaries, dikes and levees in Louisiana, and would require federal approval and congressional funding. No dredging included. Ouachita River Valley Association lines up for annual meeting February 21 22 in El Dorado Arkansas.
Monroe Utilities Commission and City Council eyed a 62 million revenue bond issue to expand the power plant and water system to meet growth. Chairman Robert Cowden said output rises about 10 percent yearly and mid-1965 completion would position the plant for demand, aided by population rise and air conditioning use. The plan allocates 5.067 million for generating facilities and 1.433 million for water upgrades, with bond approval possibly March 12 without tax or rate hikes.
In Pool's Bluff near Boga lusa Washington Parish Sheriff Crowe said Velma Miller shot her former husband Robbie Miller in the lower abdomen then fired at J W Miller and Walter Broughman in a cafe area. J W Miller shot Velma Miller and clocked her. Velma and Broughman are in serious condition. Robbie Miller and Velma Miller were treated. Velma declined charges.

Washington AP reports 1962 personal income rose to 440.5 billion, up 24 billion from 1961. Wages and salaries increased 17 billion to 295.8 billion, manufacturing payrolls 6 billion higher at 69.3 billion, nonmanufacturing up 6.2 billion to 122.5 billion, and government pay up 4.4 billion. Dividends and social benefits also rose, boosting spendable income amid 1 percent price growth.
Leonard C Johnston Jr. known as Brother resigned as Rapides Parish deputy sheriff to acting Sheriff John B Honeycutt citing a loyalty pledge demanded within 24 hours of Honeycutt taking over. Johnston said the condition was unfair though he offered no personal grudge and would assist the department. Honeycutt, a former FBI agent, had dismissed 11 deputies after taking the post while pledging no drastic changes.
