A radar tower collapsed at sea Sunday night 70 miles southeast of New York City. Nine people were killed and no further signs of life were detected as rescuers shifted to salvage and diving operations. Rappings and a possible human voice faded, leaving hopes of survivors dim.
In Bakersfield California authorities report the body of a six year old kidnapped girl found in a field after a farm labor camp abduction. Investigators say the child had a heart condition and were seeking the suspects, while in Elisabethville a separate clash left Swedish UN troops repelling Baluba attacks on a train in Katanga Province with no reported casualties.
A seven point civil rights program tied to 1980 party pledges was introduced in the Senate. Lead sponsors Javits and Humphrey urged President Kennedy to push civil rights legislation, with many sponsors from both parties including Douglas and Hart. Mansfield urged immediate Kennedy participation before new measures are considered.

Hilton Turner, a white man, is held on murder charges after a shooting at a party at the home of a Black victim. Turner allegedly wounded the 13 month old son of the victim during the incident Saturday night.
Vice Admiral H. G. Rickover receives the Distinguished Service Medal in a Groton ceremony aboard the Nautilus, honoring his role in developing atomic ships. Secretary William B.
