The United States Supreme Court today upheld the draft act as constitutional, ruling that Congress has power to compel military service at home and abroad. Chief Justice White delivered the unanimous opinion, dismissing opponents' contentions as imaginary rather than real.
The Interstate Commerce Commission requested railroad presidents to telegraph immediately the capital required for 1918 and for the first six months, marking the first step in government assistance to railroads. The Food Administration will control binder twine supply in 1918 with expected higher prices. Butter in Berlinis selling at 2.25 per pound, sugar 56 cents, ham and bacon 2.11, per Food Administration information.
Ouachita Parish Road District No 1 president Cant H McHenry says a New Orleans report indicates priority orders for railway shipments were annulled and districts may obtain cars for gravel transport. Road District No 2 head T E Flournoy doubts the change will immediately enable gravel shipments.

Millsaps & Co. bought the stock of W. E. Coats & Company and will continue the Coats store at the same location. H. A. Millsaps remains president with J. T. Ellis as a new firm member and Jos. G. Cobb named manager after previous work with the Louisiana and Texas Lumber Co. in Ratcliff, Texas.
