Soviet Premier Khrushchev proposed a global guarantee of international frontiers. Washington reacted cautiously and skeptically as diplomats noted Khrushchev moved swiftly to gain the initiative ahead of President Johnson in the ongoing peace efforts.
President Johnson envisions a roughly 100 billion dollar federal budget for fiscal 1965 aiming to reduce red ink while new spending peaks.
