Proposed City Charter Sets Election Schedule and At Large Voting
In May 1919 and on the first Tuesday after the first Monday in May of each odd numbered year elections would occur every two years. Three four year commissioners would be chosen at the next election and then two four year commissioners at the following election, alternating thereafter. The present mayor and City Council would run the first election under the news charter. Designation of six polling places was planned as ward lines would be abolished and commissioners elected at large. Mr Russell warned that without districting a single voter could cast ballots at every polling place.
