Washington reports a potential government seizure of railroads to relieve a widespread food shortage caused by freight congestion. Chicago officials urge action by Wilson and Congress to place car management under a central authority to prevent further price rises and prevent riots, citing grain and potato price impacts and Interstate Commerce Commission debates.
Madrid reports Ambassador Gerard arrived in the capital as Berlin and Vienna face US requests for a clear Austrian stance on submarine warfare. Rome notes the American memorandum pressures Austria to choose between backing Germany or disavowing the campaign, with many officials expecting diplomatic break and protection steps for American ships. No Austrian reply has been received yet.
Columbus Ohio February 22. Chief orator Josephus Daniels Secretary of the Navy spoke at University Day exercises. Other speakers included Governor James M Cox and University President W C Thompson.
Five steamers and one British trawler are added to submarine casualty lists. Steamers British-Persus with four crew missing and Corso Russian-Sigrid Norwegian-Alice Dutch Ambon are the noted victims reportedly from minor operations. Berlin says British forces penetrated near Armentieres but were repelled with two hundred killed and thirty nine prisoners.
The House approved a postal bill containing a strict prohibition on alcohol within mail service facilities and routes. Supporters said the measure aims to enforce moral standards, while opponents warned of enforcement challenges and constitutional questions.
The U S House approved a sweeping prohibition rider to the post office bill by a 321 to 72 vote, barring liquor imports into states that ban manufacture or sale. The move, expected to gain President Wilson's signature, also blocks mail advertising of liquor in dry states.
Distillers and whisky dealers vigorously opposed the proposal while debates on preventing states from remaining dry and indefinitely postponing nationwide prohibition continued.
On February 22 Washington reports Southern representatives voting for the senate bone dry amendment to the postal bill in the house included Aswell Morgan Watkins and Wilson of Louisiana. Democrats opposing the amendment were Dupre Estopinal Lazaro of Louisiana and Henry of Texas. Martin of Louisiana Progressive voted against.
Six Southern states will become bone dry on July 1 under the Reed amendment, ending personal importations of whisky beer or wine. Arkansas is already dry and Tennessee follows March 1. Florida Louisiana and Texas retain local option and may still allow limited imports after June 30.
Dallas on February 22 sees members from local telephone companies across Texas gathering in Dallas for their annual convention. Sessions continue through the rest of the week.
In Ruston Louisiana the Democratic mayoral primary produced Colvin 81, Gahagan 63, Gil 102, Griffin 19 with 265 votes. No majority, Colvin and Gill advance to a February 27 second primary as Gahagan and Griffin are eliminated.
Berlin dispatches report that the American sailors taken to Germany on the Yarrowdale have been released. A Monday protest for their release was forwarded to Berlin, signaling a successful outcome of diplomatic efforts.

New Britain Connecticut reports militiamen patrolling the streets and guards reinforced around major factories after seven fires occurred last night, six of which are believed incendiary. Suspects were held and have since been released.
The report notes Germans depart the United States carrying a significant mint of cotton goods. Five Americans aboard a Swedish steamer were sunk by a submarine after warnings. In Washington on George Washington birthday President Wilson attended ceremonies linking the event to the international situation.
Halifax reports a German embassy secretary traveling with Count von Bernst… on the Frederick VIII carries two hundred suits of pajamas. Customs inspectors also find ample cotton goods among other party members, scarce in Germany, with some excess clothing to be withheld.
Consul General Hurst reports the Swedish steamer Skogland was sunk by a German submarine off the coast. Five Americans were aboard but all survived after ten minutes to abandon ship and land in Spain.
Berlin based dispatch reports the head of Germanys army feeding department says 750000 war prisoners are being used as farm laborers to support the war effort.
German forces massed attacks near Dornavatra on the Petrograd front but were halted by Russian fire yesterday. The engagement continued with heavy fighting and counterstrikes reported by Russian authorities.
