District Attorney Lualn Berg urged supporters to back pro Cla Borna to bolster charges. The plea called for clear evidence and firm backing from the district attorney’s office amid ongoing legal action.
The Democratic Campaign Committee on Monday adopted an aggressive speech tour plan for the state. District Attorney Lazenberg released a registered letter showing he invited Ford C. Claiborne to a special Orleans parish grand jury probe, with Claiborne not replying by February 21, 1916. The letter requests evidence and witnesses to be presented at the grand jury meeting, aiming to indict any election law violators if warranted.
The committee in session adopted plans for an immediate aggressive campaign across all districts, prioritizing the Third, Sixth and Seventh. Reports indicate Democracy is not in danger. In Napoleonville on Sunday afternoon the first Democratic campaign meeting drew a crowd in the courthouse with Judge Charles T. Wortham presiding and speakers including Judge A Vore, George Guoia, and Philip J. Gilbert.
Washington February 21 President Wilson signed an executive order creating an inter-department board on coastal communication. The board will evolve a plan to coordinate and extend government means of communication along coasts and borders with view to strengthening national defenses and saving life and property along the sea.
Des Moines reports President Wilson filed an affidavit with W S Allen secretary of state naming himself as a Democratic presidential candidate in the Iowa primary set for April 10. The action occurred on February 21.

Weebington Feb 22. Total resources of all national banks reporting to the comptroller of the currency December 31 1915 totaled 1 467 987 223 an increase during the year of about 2 10 800 000. There were 7607 banks reporting an increase over December 1914. The year end totals show large gains for Denver and Long. The year saw a rise in specie and bank assets with notable increases in reserves and discounts.
A marooned swimmer in the Black River section faced a drowning threat as rescuers worked to reach him. Authorities urged calm as divers prepared to extract him from the current and deliver medical evaluation.
New Orleans reports massive flooding in Louisiana as the Rayville levee breaks and low areas flood up to Waterproof. The Hiack and Tensax rivers rise while aid from the army quartermaster moves to St Joseph to rescue marooned residents in western Tensas and Concordia parishes.
Water from the Buck Ridge crevasse is entering Lake St. John and will flood Ferriday within about twelve hours after the lake fills. Streams south of Rayville are rising quickly while areas above the W S and P road show stagnant or falling water. Heavy rains are reported in the overflowed section and Rayville reports water held at New Orleans and Northwestern tracks.
Rayville Louisiana floods after private levee around the town breaks at 11 20 AM. The Richland Parish Lumber Company plant area is submerged while 200 white men work to fill sacks and reinforce the Northwestern railway embankment to save homes and the damaged core of Rayville. Water spills over the embankment but workers hope to hold. The town center about a mile square, protected by private levees, is reduced to half a mile by the break from the Arkansas River.

Guards remain on the levee through the week with water expected to drop four feet by week end after a 1.6 foot fall. President Joe Demarke of the board remains referenced.

Backwater four feet deep at Cypress street gap, trip then moved along the Arkansas levee line to Red Fork area. The lower break about 200 feet wide marked the turning point of the journey.

In Milford Connecticut the Springfield Express struck a derailed freight car with reports of multiple deaths and many injuries. A New York report says ten killed and sixteen injured in a Milford train wreck, six passengers and four trainmen among the dead, several seriously hurt.

Petrograd notes Turks suffer forty thousand killed wounded and prisoners at Erzerum as Russians drive westward and threaten Trebizond. Balkans quiet. Greece entente differences easing. Austrians raid Italy. British and French commissions discuss war conduct in Paris.
