Report from Washington notes shipping available to the Allies has surpassed expectations. Factors include improved anti submarine efficiency, shipyard deliveries, and neutral shipping use to move tonnage for transatlantic service.
The German armies occupy Dvinsk and Lutsk and plan an invasion toward Russia along a 400 mile front from the Gulf of Riga to Lutsk. It remains uncertain if the Bolsheviks will halt the advance and prevent capture of large parts of Russia. No western front offensive yet. Artillery active on British and French fronts. Raids and artillery on the Italian front continue.

District Judge Ben C Dawkins dismissed conspiracy charges against R Cassidy W H Awl and Eugene Blazier after ruling there was no criminal intent. The case grew from recent labor difficulties in Ouachita with testimony from union and nonunion workers and civic committee members.
The Parish High School senior class announces a patriotic plan to buy war saving stamps with funds saved from class pins and rings. They estimate 5 dollars per pin and ring, totaling 115 dollars, and will wear plain gowns with boys matching the look to fund thrift stamps. There are 18 girls in the senior class.
Open hearing last night reviewed sections 1 through 20 of the proposed charter with changes from the Citizens' Committee and public input. A new session is set for Thursday at 7 30 pm to cover remaining provisions and labor may participate via the Labor Council decision anticipated in the next day or two.
