Soviet troops push from Kharkov toward the Dnieper region as German forces retreat from the city. Allies report heavy fighting continues around Kharkov with destroyed German armor and fortified positions. The fall threatens Poltava and Dnieper river districts as Soviet forces widen the eastern front.
Washington reporters assess the war labor draft plan as chaotic and misapplied. They critique McNutt Byrnes Wadeworth proposals, noting mock work tactics and potential forced civilian service, while unions and police concerns cloud enforcement and rights.
Washington Feb 17. The House Ways and Means Committee nears showdown on tax relief plans including a possible half cut in 1943 taxes to aid current payments. A proposed pay as you go system would require 1942 filers to pay at least one fourth by March 15. Committee sources say the plan would halve the tax bill for many individuals though details remain under discussion.
Six officers, including Compton Dixon, were booked on murder and perjury charges after a two month probe into brutality following the death of Stanley Beebe, a 44 year old accountant. Beebe reportedly said he was beaten by police after an intoxication arrest as his widow testified. Investigations by the district attorney and a legislative committee continue.
Moscow reports the Red Army recaptured Kharkov after about 16 months of German control. The Red Star describes rapid advance to the city walls, surrounding the German garrison, with German losses described as tremendous. Soviet cavalry tanks ski troops and rapid fire rifles aided the breakthrough. Three lines of fortifications fell before Kharkov’s fall.
Negotiations with 350 000 members of five operating brotherhoods ended without agreement in Chicago. The national railway mediation board was invoked by both sides and mediation will begin tomorrow. Carrier spokesman Phil Otterbach announced the stalled talks centered on a 30 percent raise or a minimum $3 daily increase.
President Roosevelt urged Congress to levy a 100 percent super tax on excess incomes after regular taxes, with a 25 000 limit for single filers and 50 000 for married couples. He warned he would rescind the executive order capping wartime salaries if the tax plan is approved. The proposal aims to replace the $25 000 after tax cap and affect all income sources.
Three army airmen survived a two week trek after their plane crashed on Loon lake in Idaho. Angele B Schermerhorn and staff sergeants Edward M Freeberg and Ralph Pruitt endured deep snow and freezing temperatures reaching Lake Fork ranger station twelve miles east of McCall.
Royal Air Force bombers attacked Lorient on the French coast last night, losing only two aircraft, as fighter command aircraft patrolled to strike at communications into northwest Germany. The raid followed a prior blow that set the dock area ablaze at Lorient, a major U-boat base.
British submarines in the central Mediterranean sank six Axis supply ships and damaged seven others, with two sunk beached and a fourth damaged. One sub shelled a railway station on Sicily and hit multiple targets as operations extended from Tunisia to Italy.
A drive to assure an adequate lumber supply for war and civilian needs will be launched in New Orleans on Friday at a meeting of southern lumbermen and U S war agency representatives. H C Berckes announces expansion of war committees to ease production surveys and locate needed supplies with state regional committees and trained personnel in the field. C C Sheppard of Clarkesla chair and C W Parham of Memphis chair the meeting.
In Mississippi the search for three of seven escapees from the State prison farm intensified as Acting Governor Dennia Murphree ordered a detachment of state guards to assist. The trio hid at a home near Clarksdale, abducted a plantation manager's wife and forced her car, which later stalled near Como.
Jefferson Parish taxpayers led by August Christina filed a petition before the Louisiana Supreme Court asking District Judge L Robert Rivardo to issue an injunction to close O Dwyer's Club Forrest on the Jefferson highway. They claim the club is a public nuisance and note Judge Rivardo recently refused the relief.
Administrator Prentiss M. Brown declared no surrender in price control efforts and rejected appeasement as a description of his approach. He emphasized that current levels would save over 100 billion dollars for the government and people by year end, with rationing expanding to ensure fair shares and prices.
The United States Office of Price Administration issues a new consumer declaration form to be completed by each family group to obtain narration book No 2. The form must be filed at an OPA designated location. The editor notes that clipping versions of this form will be accepted as official.
Allied headquarters report Rommel's veteran armor drives toward Feriana after reaching outskirts of Sheitla and near 18 miles advance from Gafsa. American units suffer heavy losses and some detachments cut off as German 21st and 10th armored divisions press toward the Algerian frontier amid fierce dawn to dusk battles.
The Ouachita Parish school systems announce registration for war book 2 on February 24 to 27 at all parish school buildings from 9 AM to 7 PM. Families must bring narration book No 1 for each member and a completed consumer declaration, with copies available from the newspaper or a principal.
New Orleans February 17 Tulane officials report three university athletes have died serving in the Army Air Corps. All perished in plane mishaps and were members of the Tulane boxing team. the dead are Bill Peak, Slayton, and Samuel Zemurray.
Washington reports two bombing raids against Japanese positions in the Shortland Islands area of the Solomons. The Navy communique notes three U S planes attacked Ballale island and a Liberator bomber with escort struck Kahili airfield on Bougainville, with one escort plane and one plane from the attack group failing to return.
An enthusiastic regional meeting of officers directing the sale of war stamps and bonds met in the Hotel Virginia ballroom to promote payroll deduction. C W Stephenson urged Louisiana to become the first state to have T flags fly over courthouses and city halls by achieving required participation in payroll deductions for war stamps and bonds.
Commander Thomas M. Stokes of Meadian Mississippi and Lieutenant Commander Jack W. Wintle of Shreveport Louisiana received Navy Crosses for extraordinary heroism in combat. The awards coincide with a posthumous Navy Cross for Captain Cassin Young of the cruiser San Francisco, who died in the Battle of the Solomons. Mrs. Ruth L. Stokes of 905 West Johnson Street, N. C., is listed as his wife.
