President Kennedy urged governors to accelerate the use of a billion dollars in federal highway and school construction aid. He announced faster disbursement of funds, including 350 million for construction grants, and pressed for swift action on other public programs to boost the economy.
President Kennedy and Premier Khrushchev threaten action as Congo tensions and UN peace efforts hang in the balance. Kennedy bluntly warns the Soviet government to abandon threats of direct intervention and stresses the United Nations survival as crucial to Africa and global peace.
Washington officials reported a 12 foot balloon like space vehicle launched from the National Aeronautics and Space Administration facility in Island, Virginia. After 314 hours they could not confirm orbit status as the satellite appeared lost though the Scout rocket test sought a successful space race milestone against Russia.
NASA announced a successful satellite insertion using solid propellants marking potential firsts for orbit from a non Cape Canaveral site. San Rafael Calif AP a killer who was deemed fit for return to trial by three psychiatrists 90 minutes before hearing. Ward Woolester Sayers on Thames said he will be tried March 1. Walker, a World War II veteran, was sentenced to the gas chamber for the 1946 killing of Loren Roosevelt Los Angeles police officer.
Wanda Lou Landis, who sparked racial tensions with a rape hoax in St Louis, was jailed after Judge Louis Comerford revoked six months of probation and ordered a $250 fine. The judge held her until the fine is paid. her attorney said she is pregnant. Landis, 20, wife of a Fort Leonard Wood soldier, had claimed five black men abducted and raped her last September.

Monroe City Council accepted a low bid of 3.52814 percent from Goldman Sachs and Associates on a 1,675,000 ad valorum bond issue to fund recreation program expansion including buildings and swimming pools. AP reports a poll of 1 381 Republican delegates shows a majority favor Richard Nixon if convention were held now. Barry Goldwater gains strength and Nelson Rockefeller places third behind Goldwater. 780 of 1 881 delegates responded, 58.6 percent. Additional write-ins allowed. names not required.
West Monroe planning commission and two chamber committees discussed downtown parking. Merchants urged avoiding meters to ease space. parallel and angle parking were debated. Mayor Norris and Police Chief Caldwell attended along with 25 participants as streets may be widened and cooperation pledged.
U S airlines complain of inflated costs for plane parts and services. They cite examples such as toilet seats priced at 122 dollars and a nose cone at 13 000 dollars, while a flight engineer seat ranges from 695 to 2 500 dollars. Trans World Airlines warns against inflated pricing and a Senate inquiry may review government pricing policies.
