The plan would pay 90 dollars monthly to 18 800 000 World War I and II veterans at age 65 who served at least nine days and were not dishonorably discharged. Initial annual cost 129 million rising to six billion by 1990. Six Democrats walked out in protest. dissenters drafted a minority report while Rankin pushed for clearance to proceed.

An extensive search began after a tip placed Bone in Picayune, with city police and sheriff deputies pursuing leads.
New Orleans faces another setback as attorney Maurice Woulfe, representing Dr. Joseph A. La Nasa and nine property owners, files suit in civil district court delaying $15,000,000 in union terminal bonds. Mayor Morrison calls it malicious prosecution and vows a counterclaim. The suit accuses the contract with railroads of illegal gift of city assets. A prior case reached the U.S. Supreme Court, which ruled for the city.

Washington reports government scientists are developing an earth satellite vehicle traveling near 10 000 miles an hour. A Curtiss Wright chart lists secret programs including a 10 000 mph satellite, a 5 000 4 000 mph rocket plane, and a ram jet missile above 2 000 mph. The Defense Secretary notes the program is under the central missiles project with all services involved. Such platforms could guide long range rockets or serve peaceful navigation uses.
Stephen Lichtblau of the New Orleans Weather Bureau said the Mississippi below Natchez and the Atchafalaya and Black River will change little for days, possibly two weeks. He noted no danger of reaching 20 feet in New Orleans as Natchez at 46.8 feet remains unchanged. Vicksburg 39.9 feet up 0.1, Baton Rouge up 0.5 due to local conditions. Red and Ouachita rivers will fall steadily.
