President Wilson will confer with leaders as he joins the conference to discuss war measures and national security. The talks aim to coordinate policy and shore up allied efforts in the ongoing global conflict.
President Wilson plans conferences with congressional leaders from both parties to discuss war legislation and smooth the war program. Washington reports note a new scale of official negotiations, with spokesmen for warring nations outlining peace terms and asserting America’s resolve to continue the fight.
The new municipal storeroom at the old city market is completed and supplies are being moved in. City Hall announced a revised plan to centralize stock for departments, issue on requisition, and charge to the using department. James Heekin is in charge as storekeeper during the transition.
A seven member Citizens' Committee report promotes a commission-manager form for Monroe government. The draft includes a five member elected commission, a professional city manager, nonpartisan ballots, recalls and referendums, centralized accounting, and strong public oversight. The group urges a larger charter committee for broader representation and notes separate articles on parish tax exemptions and schools.
King George in Parliament declares the war at a critical stage and urges full national energy until honorable peace is recognized. He states a nation's duty to prosecute the war with vigor. Also notes Tuscania survivors list updated with 325 missing remained.
Local reports say Dr. D E Brown will not resign as state senator. He moved back into the 26th district and now resides in Chatham Jackson parish Ouachita and Jackson parishes to serve the remaining two years of his four year term. Dr Hood of West Monroe had considered candidacy during Brown’s temporary departure.
Leland J. Henderson of Columbus Georgia and Will Mercer of Shreveport Louisiana lead a local Dixie Overland Highway Association group at the Chamber of Commerce. The 2184 mile road from San Diego California to Savannah Georgia crosses eight states with Louisiana being organized for action toward a military highway bill and highway construction. The route runs through Monroe and Ouachita parish as Henderson seeks adoption of a resolution.
Military officials express confidence over the deraw alization of Russia while aiming to reassure allies and project stability amid ongoing tensions.
Washington reports that Russia’s full withdrawal will alter but not end the war effort. Military leaders say western lines should hold despite German numerical advantage on paper. About 1.5 million German prisoners may be released and could not be quickly reorganized into effective units. Russia owes the United States roughly 188 million dollars on debts and bonds.
The Citizens' Committee regrets unions show interest in their fight against local unions. They deny interference with railroad unions and express no hostility toward them. The action stems from alleged unfair practices by local unions harming Monroe merchants and citizens rights.
New Orleans February 12. Local liquor dealers led by J F McAdams Godfrey Liquor Co and others sue Wells Fargo Express Co for 500000 claiming they insured shipments of liquor destined to Texarkana Texas were refused due to dry territory. They seek injunction to prevent future refusals and test federal dry law application.
Physical examination of Class 1 men registered for selective service began this morning under Dr. Co P Gray in charge at the Elks ball. Most examinees are Black men due to white registrants being sent to camp. Dr. Gray estimates ten days to finish with 900 to 1,000 registrants, aided by Dr. R W O'Donnell and others as needed. A medical advisory board will review doubtful cases as they arise. The list of those accepted or rejected is not ready until tomorrow. The Friday list includes numerous named registrants such as Willie Ira Green and George Heard among others.
In a dry county of a wet state Judge Lester ordered the defendants to appear in court Tuesday and show cause why the temporary injunction should not be granted.

Associated Press reports Thomas W. Page of Virginia was nominated today to the United States Tariff Board, succeeding Daniel Roper who has just become Internal Revenue Commissioner.
