Progressive League gains reductions on many classes after tough campaign. Officials and supporters cite community pressure and organized efforts, with focus on persistent advocacy and local reforms across multiple departments.
The Progressive League notes a felt rate reduction of ten cents per hundred on first class goods from St Louis and Kansas City to Monroe with effective March 22. Railroads Missouri Pacific and SW lines publish the lower rate of $1.15 per cwt from St Louis to Monroe, against the old $1.25. Other lines follow suit to Shreveport and Alexandria. This marks a small beginning toward broader rate reductions urged after Interstate Commerce Commission action.
Secretary Anderson of the Progressive League received a letter from General Agent J B Bannon of the Queen & Crescent stating hay loads from all V Y P stations in Louisiana to Texas common points on the M K & T and T P railways will be 23 1 2 cents per hundred. The rate aims to help Texas markets by linking Louisiana hay with Texas demand, aiding farmers along the lines.
Louisiana Railroad Commission dismisses the case against St. Louis Iron Mountain and Southern Railway Company after a satisfactory agreement with Monroe Progressive League. Also notes a separate hearing on rate reductions from New Orleans to Monroe for sisal rope hemp and cotton rope, January 30, 1912.
The Texas & Pacific Railway and several partners must establish a twenty cents per hundred pounds rate on sisal hemp and cotton rope carloads weighing at least 30 000 pounds from New Orleans to Monroe Louisiana. Effective February 15 1913 all conflicting rates are cancelled. Shippers should monitor Interstate adjustment for possible parallel reductions east of the Mississippi.

New Orleans Feb 10 The State Board of Liquidation will, in April, select fiscal banks to handle refunding of the state debt from the expiring term to April 1914. Whitney Central National New Orleans National and Hibernia Bank and Trust are expected to participate under new contracts. The debt matures Jan 1 1914.
Former Governor Joseph W Folk announced retirement from the race for Democratic presidential endorsement in Missouri. He accepted Speaker Champ Clark's plan for a divided Missouri delegation and released all his supporters.
Congressman Dies of Texas attacked William J. Bryan in the House saying an evil genius hovers on the flanks of Democracy. Bryan criticized Democratic members, prompting cheers from both sides as Dies declared he neither feared power nor respected the Congress’s judgment.
Washington reports the State Department refused the Madero government's bid to move Mexican troops across Texas. The Eighteenth infantry battalion with a machine gun detachment will relieve Col. Stevens' cavalry at El Paso, enabling border patrols.
A battalion of the Eighteenth Infantry is moved from Whipple Barracks Arizona to El Paso. Juarez grows tense as Insurrectos oppose Madero forces marching toward the city via American territory.
Hundreds of visitors crowded the Auditorium to view the latest cars at Atlanta's second annual show. Organized by the Atlanta Automobile and Accessory Dealers' Association the display is billed as the South's largest and most representative. The exhibition continues through the coming week.
Washington February 10. The Commerce Court denied the application of the transcontinental railroads to restrain the Interstate Commerce Commission from enforcing its order fixing a one dollar per hundred pounds rate on California lemons destined to eastern points.
Minnie Starbuck of Parkdale Arkansas and former Shreveport Louisiana waitress was found dead yesterday in a gas filled room at a North Clark Street lodging house. She had married in Shreveport but was said to have been deserted by her husband and her baby died before she moved to Chicago.

The Health Car exhibit arrives this afternoon on the V S P local freight from the West and will be open to the public while here.
Washington reports Brigadier General C H Whipple retiring Paymaster General of the Army told the Senate committee that charges of conduct unbecoming an officer and a gentleman against Major Beechers Ray of the Army Pay Corps were suppressed at Taft's suggestion. Ray is accused of active political participation during Taft's 1908 campaign and faces congressional scrutiny.
