A broken main at 4:30 a m flooded a 12 block area in St Louis suburb, with water up to 10 feet deep in places. About 25 autos submerged, gas supply cut, firemen and police waded waist deep to instruct residents to shut off gas as water receded after eight thirty.
President Kennedy said he will use the presidency's moral authority to address the New Orleans school desegregation dispute. He urged that students attend schools per federal court orders, while noting intimidation has kept many white children away. He would speak on the matter after a full administration analysis to ensure any action has a beneficial effect.
Governor Jimmie Davis refuses Kennedy pressure on school desegregation in New Orleans. House leader Risley Triche says the state will continue to run public schools under Louisiana law, denying plans for immediate action or a fifth special session.
Jurors in Ouachita Parish move toward a bond election to fund rehabilitation facilities for traffic and minor violators. A delayed ordinance authorizes Mayor Howard to sign the contract, with costs shared by the city, the Highways Department, and the railroad. The project aims to run under the Missouri Pacific Railroad tracks on Sand Street.

About 800 Junior Chamber of Commerce members and wives travel to Monroe for a distinguished service award board meeting and community development seminar. The program includes a Friday hotel roof party, Saturday registrations and sessions, a noon luncheon, a 7 p.m. banquet, and a Sunday presidents meeting with a Trend House tour. Distinguished guests include George Spence of Nashville and Charles Ford of Tulsa.
Northwest Arkansas endured heavy snowfall with up to a foot in spots including Springdale and Eureka. Schools closed and travel disrupted as icy roads caused one fatal accident near Paris. Highway 71 declared nearly impassable and northwest highways hazardous.

Only the police department can release information, with recent entries noting two detentions, Jimmy H. Carter in custody on a warrant and Jack Potts Jr. in custody from 3:18 p.m. at 1308 Powell Avenue.
