Six months of work by 58 members yields increased excises and liquor tax hikes plus higher postal rates. The plan aims to raise about 1.05 billion dollars with a 6 to 9 dollar per gallon liquor tax rise and a 95 percent corporation excess profits tax. Individuals would face more taxes, removing the earned income credit and reducing deductions while new renegotiation rules address excess profits and contractor rights.

First Lieutenant Edwin McCaleb of the Wake Avengers soloed to Cape Gazelle on New Britain, downed a Zero from 20,000 feet, then returned to base. The 20 year old New Orleans native completed his second combat tour with 12 missions since October.
Wendell L. Willkie plans to enter the Nebraska preferential primary on April 11 as a Republican presidential candidate. He announced during a North Platte interview aboard the Union Pacific Overland Limited that he seeks the 15 Nebraska delegates to prove voting strength in the Midwest. Marine fighter pilot First Lieutenant John C. Hundley of West Monroe Louisiana shot down two Zeros in two minutes over Rabaul becoming a marine ace. Earlier he downed two more over Simpson Harbor bringing his total to five. He fought single handed after separating from his wingman during a daylight raid on Rabaul airdromes. He fired a burst from close range to down one Zero as it attacked from above and later cleared a jammed gun to continue the fight.
Navy pilots Lieutenant H C Darby and gunner C A Marken survived a Christmas Day crash near Kavieng New Ireland. They spent 27 days afloat in a rubber boat and 14 on a small island before a rescue plane found them. Radioman R Reynolds was killed in the crash.
A U S destroyer led a task force under Rear Admiral Wilder D. Baker to bombard Kurabu Point on Paramushiro Island. No U S ships were hit. Major General Davenport Johnson and Brigadier General E D Post joined the operation. Navy planes resumed their Tokyo Short Line Express strikes against the island after the bombardment.
The navy issued a communique confirming American warships bombarded Japanese installations on Paramushiro island on February 4 at 9 am Eastern War Time. Aircraft followed with a sharp strike and all vessels and planes escaped damage. Eyewitness accounts from the Pacific theater supported the report.
Lieutenant Franklin D Roosevelt Jr arrives at Miami Beach for navy command group training that could lead to command of a destroyer escort. He predicts heavy fighting in Japan and aims to join the Pacific drive. His wife Ethel Du Pont and two children accompany him. he expects the European war to end by October.
A Paris dispatch to the Gazette de Lausanne reports that Nazis selected 22 Frenchmen at random and executed them near Bern Switzerland in retaliation for an attack on three German soldiers January 14 at Lyons.
