Former Secretary of State Wade O. Martin Jr. is said to be drafting two works. One recalls Louisiana political highlights from his eight terms as Secretary of State and his father's public service era. The other is a novel about colorful personalities he has known.
Washington reports the U S unemployment rate fell to 7.3 percent in January from 7.8 percent in December as winter weather and a weaker labor force influence the figures. Government analysts note weather may affect Februarys data. joblessness drops across many groups with 960000 fewer unemployed, totaling about 7 million.
Nation records unemployment at 7 percent in January, down from 78 percent in December, while employment rises slightly to 8.5 million from 884 million. A Labor Department analyst notes the drop mainly due to a 440,000 fall in the labor force.
Federal authorities use emergency natural gas powers to move 150000 cubic feet per day from West Coast surplus to Eastern seaboard. Transcontinental Gas Line Corp. will distribute to high priority users including homes and health facilities as pipelines face two day supplies.
Washington AP reports the Postal Service will cancel planned rate hikes for this year after showing a third quarter surplus, ending a pattern of deficits since 1972. Officials cite improved finances and expect future deficits due to rising costs, while trimming staff to achieve results.
New York traders sent the Dow Jones industrial average up 3.49 to 950.63 by noon after a two month low. Gainers led losers about 7 to 4 as Fed money supply data eased credit-tightening fears. Gulf & Western slipped 3.4 to 18.5 after delaying opening and forecasting a quarterly earnings drop.

Vidrine told reporters the Washington grand jury probing Tongsun Park asked about large land purchases by a Passman Investment Co. in Northeast Louisiana. He said he knew nothing about the land deals and noted a possible link to U S Rep Otto Passman. The FBI tested him with a lie detector and he criticized Park’s alleged funding.
