Income tax amendment gains quick state approval
On February 4 1913 Delaware Wyoming and New Mexico joined thirty eight states approving the Sixteenth Amendment to the Constitution allowing direct taxes on incomes The measure aims to replace the corporation tax with a new levy of about 1 percent on most personal incomes above thresholds and would be managed by Congress with drafting by Representative Hull and exempt low incomes The Department of State notes approval from thirty four states but New Mexico reports an incomplete vote scene in Santa Fe as the trend toward a federal income tax accelerates across the union
