Mississippi Governor Cliff Finch pushes for increased coastal land for his state and reduced land for Louisiana as stated on Page 9A.
Forecast for the Northeast Louisiana area calls for fair to partly cloudy conditions today then increasing clouds with showers or light rain late tonight and Thursday. Highs near the mid 50s, lows in the mid 40s, with Thursday highs in the upper 50s. Southeast winds 10 to 15 mph. Rain chances are 60 percent tonight and 60 percent Thursday.
Twin Cities notes honor for Luther T. Harper with a Tuesday office surprise party. Ouachita Parish High School Class of ’42 plans a April 2 reunion at Dr. Fred Bennett’s West Monroe farm, spokesman Hoyt Moncrief says. Inquiries to reunion coordinator Mrs. Clarice Slagle Johns. The Senate approved Carter's emergency natural gas bill aimed at easing shortages east of the Rockies and sent it to the House. Leaders expect final action before the president's fireside chat as the bill grants authority to move gas between states and to ease price pressures.
Beverly Barlow now a healthy two year old after a gunshot wound to the head left her in critical condition a year ago. Her parents Mr. and Mrs. Bobby Barlow resided at 116 Walters Street West Monroe. The incident happened February 2 1976 when her three year old brother John David found a .25 caliber pistol under a car seat and fired it while their mother moved into Pine Terrace.
Mrs. Barlow recounts Beverly’s severe head injury when she fell and exited through the back of the skull. The child was hospitalized at Glenwood and St. Francis for nine days with a rapid recovery and only a faint scar. Head x-rays are planned, and local contributions covered most medical costs.
Mayor W L Jack Howard says Monroe lacks funds to cover $191,000 in current bills and forecasts a worsening deficit next year. The general fund has been red for some time, with estimates from $2.5 million upward, prompting talks of higher revenue or severe service cuts after energy costs are addressed. The city awaits energy negotiations with Louisiana Power & Light Co and a possible energy ruling before pursuing new revenue, while borrowing about $300,000 already occurs and bond funds remain solid.
