A levee broke at Cummins Town around 10 o clock Monday night causing local disruption. Authorities warned residents as water encroached nearby areas and road access was affected. Evacuations were under consideration while emergency crews staffed the site.
Flood warnings sweep Arkansas with multiple breaches along the river levees since last night. Crevasse at Cummins widens to two miles, water pours toward Ouachita levees amid the Tensas Basin system. Iron Mountain line at Warner near McGehee faces imminent washout, forcing rerouting from Monroe to Little Rock via Gordon.
Flood has breached Cummins levee Ark causing waters to threaten five Arkansas counties and parts of northeast Louisiana. Verner Dumas Lake Village and towns along Iron Mountain line are at risk as bayous and Ouachita watershed face overflow. Rail traffic disrupted across the region with trains delayed or rerouted while White River division suspended. White convicts moved to Little Rock penitentiary. steamboat planned for transport tomorrow.

A car stolen from Lowrey Jefferson’s garage on Millhaven Road was driven off and set ablaze, destroying the vehicle after a flat tire traced the track. Monroe offers a 260 reward for the arrest, amid public fury and talk of possible layoffs for police.
The Mississippi River at Vicksburg is expected to rise to fifty two feet, a flood peak unprecedented in recorded history. Authorities monitor levees and warn residents in flood zones to prepare for possible evacuations and protective actions.
Weather Bureau predicts record high Mississippi flood stages from Vicksburg to New Orleans within weeks. Natchez could reach 62.5 feet by February 24 with New Orleans near 21 feet by March. Levees from Vicksburg to below New Orleans deemed in good shape, except a fifty mile stretch near the mouth damaged in September.
At a large board meeting the Chamber of Commerce unanimously agreed to raise funds this month to clear all debts. A March first plan calls for two mass citizen meetings to decide on reorganization. The leaders stressed the debts are a moral obligation and that a sound financial base is key to the city’s progress.
President declares the United States Navy is now ready for conflict as Wilson urges defense planning and united front. The message stresses preparedness, strategic posture, and national security priorities amid mounting global tensions.
President Wilson told a Chicago audience the United States has prepared for immediate war with the navy, but the army is too small for peace duties. He urged stronger defenses, explained fundraising plans, and outlined aims of liberty and continental trusteeship in the Western Hemisphere.
In West Monroe the Manslaughter trial of Jim Faust proceeded in district court with a night session to wrap the case. Faust testified he feared C A Connella describing the events leading to the killing. The defense argues Connella had an overpowering disposition influencing the tragedy.

Associated Press reports that German sources claim England will abandon the Allies and seek peace with Germany, but the British government officially denies the assertion today in London.
The British liner Appam arrived at Hampton Roads with a German prize crew aboard after being captured off the Canary Islands by a German raider. The ship carried 451 aboard, including 168 passengers, 138 sailors, and 155 English crew members, along with 22 German prize crew. Several high British colonial officials and many women and children were among the passengers.
State Department notified today of the Appam’s arrival at Hampton Roads as authorities weigh whether she is a war prize or an armed auxiliary cruiser. The German consul reported a German auxiliary cruiser’s entry, but U S officials expect the ship to stay until the war’s end with British guards at the Virginia capes.
