A Hague dispatch to the Exchange Telegraph reports German agents have arrived to arrange for German delegates at a peace conference. London papers say Germany’s reply shows eagerness to end the war. Active fighting continues chiefly in Roumania, Egypt, and the Tigris region as General von Mackensen advances toward Bralia and the Dobrudia storehouse.
