An attorney general opinion states parish clerks of court must collect the new real estate sales tax at recording. The three mill levy applies to most real estate transactions with criminal penalties for nonpayment. The tax also covers tax deeds and mineral rights with certain exemptions for oil and gas leases. An auto crash near Leesville, Louisiana, killed two women in the car. The victims were identified as 51 year old Jesse W. Atchison and 51 year old Nena B. Atkinson, both residents of Leesville.
