Louis M. Harp quit today as manager of the Monroe Civic Center effective immediately. The City Council accepted the terse resignation letter. Mayor W. L. Howard said the administration would keep the center staff and operations fluid while closely coordinating with the staff. Harp, formerly a manager at a large civic facility in Spokane, Wash, led the $5.5 million center for about four and a half to five months since taking the post in late August after William B. Lillyman’s departure.
