Frank Masling and Son of Monroe were the low bidder for the Northeast Junior College science building project with a bid of 376 000. Other bids ranged from 385 000 to 401 922 and were opened by the board of supervisors in the Pow Wow room Tuesday at 10 a.m. The submissions were reviewed by Dr Harold Stoke and Dr Rodney Cline among others, and bids were taken under advisement.

A mild earthquake rattled Memphis and parts of Tennessee Arkansas and Mississippi during the night. The Memphis Commercial Appeal logged about 200 calls from Memphis Raleigh Covington Marked Tree Lepanto Osceola Riverdale and Hernando. Tremor around 9 25 p m lasted 25 or 30 seconds, no damage or injuries reported. Seismograph data awaited.

Three Arabs and one Jew die today, raising the regional toll to 253 since partition talk began.
Four year old Ralph Eugene Register of Bastrop was fatally struck by a car Sunday night while walking to a movie with his father. The driver, Holly, was absolved of blame after an official investigation. The funeral will be Wednesday at 10 a.m. at First National Funeral chapel Winnsboro with interment in Coax cemetery. He is survived by his parents, a grandmother in Winnsboro, and a grandfather in Mississippi.
London dispatch says Secretary of State Marshall will start talks with French Foreign Minister Georges Bidault on unifying western Germany after the Big Four collapse. Bidault said conversations will determine western Germany’s status as U.S. Clay Murphy and others discuss policy. Molotov departs London with Soviet aides.
Observers in Frankfurt report that western Germany will form an interim state or confederation following the collapse of the London big four talks. Leaders of the Christian Social Union and Social Democrats draft proposals for a western Germany government as Gen. Clay and Gen. Robertson visit for a bizonal council meeting. If Franco willing, the eight state ministers presidents may propose a unified western Germany with limited central authority.
