Governor Huey P Long called for immediate mass meetings to back a no crop policy for 1932 and urged Texans to push legislators. He said he would convene the legislature at once once Texas signals its stance. The plan seeks twenty cents a pound for this year's cotton with no crop next year or five cents plus less for next year.
Rep. T. T. Webb said he will support Gov. Huey P. Long on a cotton session and propose an amendment to exempt farm acreage implements warehouses livestock gins compresses oil mills and related machinery from state parish and city taxes for 1932. He argued industry hit by cotton failure deserves 12 months freedom from taxation.

In Brooklyn Williamsburg five gunmen routed victims at a lumber yard fence wounding two and killing Anthony Ferrari 25. Angelo Curianni 23 and Murray Leonardi 21 were injured after a dance hall ride turned deadly. Police said two officers were killed in a payroll incident.
Judge M W Barnhill began charging the jury in Asheville North Carolina at 10 20 a m in the defrauding case against Col Luke Lea and three others over 1 3 million dollars from the Central Bank and Trust company The judge defined conspiracy as any agreement by two or more to commit an unlawful act or to do a lawful act unlawfully.

The Twin Cities union journeyman barbers denounce a Monroe News-Star claim that union shops threw stench bombs. They deny any union shop bombings and defend pricing 50 cents for haircuts and 25 cents for shaves.
A barge load of sheet piling from Pittsburgh arrived to support the Ouachita river bridge project. Crews will drive piling around two large crib foundations for bascule piers, with carpenters building night spotlights and 10 hour day shifts continuing. Excavation will begin as cribs settle and more crib sections are added.
Three men held in Winnsboro as suspects in the first holdup there in 12 years may be turned over to Ouachita parish officers if not identified today as holdup participants. Sheriff Price said identification is unlikely and the men face theft charges for a light coupe stolen from Hobson Boulware of West Monroe. J M Hammons of West Monroe pursued the suspects in Winnsboro and they will be questioned about two West Monroe holdups. The trio had the stolen car when captured and three penn ies and two pocket knives were taken from three victims in West Monroe. The first robbery occurred on the Illinois Central railroad near McGuire quarters with two knives and three pennies taken.
A Kuomin News Agency dispatch from Hankow reports more than 1,000 refugees in Wuchang across the Yangtse river drowned when a dyke there fresh broke. The disaster follows prior flooding and intensifies refugee crisis near Hankow and Shanghai.
J Ramsay MacDonald forms a new national government with Conservatives and Liberals, appointing Stanley Baldwin to serve under him. The move aims to restore Britain's credit and balance the budget, with a special parliamentary session expected to push through economy measures as a general election looms.
Census Bureau reports 90,414 running bales ginned by Aug 16 from the 1931 crop, including 673 round and no American Egyptian cotton. Texas leads with 73,402 bales, followed by Georgia 10,878 and Alabama 3,629. Florida 1,081 and others 1,424.
Sig Masur head of the Palace department store returned to Monroe with his wife after a three month absence spent mainly touring Europe. They spent three weeks in New York selecting fall and winter fashions as Masur noted a distinct departure in styles abroad and new designs from American manufacturers. A large reception greeted them at the store and staff readiness showed strong affection for their leader.
