Soviet forces claim capture of 150 000 Japanese and 250 000 in Sakhalin and Manchuria. Tass reports open vice dens in Manchuria and executions found in Sakhalin. Communist officials appointed in Kiamusuneg on Sungari River as fighting persists.
Washington announces the Sept 1 sugar stamp will retain the current ration five pounds for four months. WPA says a new stamp will soon follow as sugar supplies remain tight and imports climb. In Franconia Arizona two train sections the Grand Canyon Limited collided injuring more than twenty service men. No deaths reported. Two Louisianians among the injured. State details names Evan Edwards Mansfield and Le Aaron Ashley Delhi.

Washington Aug 22 Government controls over lumber were eased today and will be removed entirely by year end. J Philip Boyd of the War Production Board said controls are being lifted now except for priority orders with spot assistance possible in a few cases. The L 41 construction order should end by September.
The War Production Board announced it will end the CMP and its priority ratings by September 30, moving toward a two band system. MM will cover military producers and CC will aid rare reconversion bottlenecks while most non military production loses priority support.
The CIO backs continuing the War Labor Board as a three party arbiter during reconversion, while the AFL opposes its extension and favors restoring collective bargaining. President Murray signals many unions will reopen contracts. Truman had eased wage policy after Japan's surrender. The board faces internal split and few cases certified, with about 110 disputes awaiting action.
Prosecutor Annaeus Eensoedt told a Oslo court Vidkun Quisling ordered Hansteen’s killing for leading a strike. Quisling denied the murder claim, saying he only sought removal and that Hansteen was a Communist and Russian army colonel.
General MacArthur disclosed surrender terms to Allied forces and announced the document will be signed in the Tokyo area on August 31. He said he would land in Japan on August 28, with Tokyo Radio having reported the same plan.
