Local barometers predict a high turnout with about 47 200 registered voters eligible for the first primary. Absentee ballots total 857 so far with overseas servicemen still mailing in. Campaigning runs hot in the district attorney race as a six year term is at stake and 16 positions statewide and parishwide are on the ballot.
Henry Kissinger arrived in Tokyo after two days of talks in Saigon with President Thieu. He plans meetings with Prime Minister Tanaka and Foreign Minister Ohira to discuss the upcoming Honolulu U S Japan summit and report to President Nixon at Camp David. The discussions covered Vietnam and Paris peace talks with secrecy surrounding any possible new proposals.
State Rep. Shady Wall of Monroe must appear in state District Court by 4 p.m. today after a Sunday ticket for 84 mph in a 60 mph zone on U S 61 south of Port Hudson. He also spent a day in Ouachita Parish Jail in June for 100 mph on I 20 near Monroe. Wall says the latest ticket came while rushing to a luncheon with Gov. Edwards and is campaigning for the State Board of Education.
The National Weather Service reported the day's highest temperature excluding Alaska and Hawaii as 104 degrees at Blythe California. The overnight low reached 39 degrees at Ely Nevada.

In Wilkes Barre Pennsylvania an eight year old Joseph Murphy says he prefers life in a tent since the Susquehanna River flood after Tropical Storm Agnes. The Murphy family has lived in a tent for a month behind their flood wrecked home with five siblings and parents. About 20 000 people remain homeless in the Wyoming Valley awaiting mobile homes and 24 000 in temporary housing. The family struggles with minimal shelter equipment, cooking on a charcoal grill, and washing children in a plastic trash can. The parents assess rebuilding costs at about 16000 dollars and face the question of returning to the same site near the river once conditions permit.
The Senate approved a 10 year plan to convert the U S federal government to the metric system with a voluntary industry shift. A 11 percent of the economy already uses metric measurements in medical engineering military drugs and science.
In Reykjavik Iceland the 15th game between Bobby Fischer and Boris Spassky ended in a draw just after resuming from a pause. Fischer leads 9 to 6 with nine points to nine? The match math shows Fischer needing 3 points to win while Spassky must defend his title. Spassky had white and faced checks near the adjournment as the game concluded.
