Congressional leaders face a new record appropriation demand as budget talks intensify. Lawmakers weigh rapid funding approvals amid rising costs and expanding programs, signaling a potential shift in fiscal priorities before upcoming sessions.
Washington August 14 The importance of the 200 million revenue bill dominates Senate deliberations as appropriations push toward a record total for the session. With ship purchase contracts approved and the naval bill likely to pass, overall congressionally approved spending may top 1.7 billion dollars, surpassing the prior high by about 500 million. The tally includes vast sums for post office, navy, army, pensions, rivers and harbors, and other major programs, with deficiencies and special appropriations still in play as the session nears its end.
Washington August weathered into a crisis as railroad managers and Brotherhood leaders, deadlocked over terms, met President Wilson. The union men resisted Newslands act arbitration while signaling possible chief arbitration by Wilson with a twelve-member board. Leaders called the day hopeful yet wary while managers prepared for a 3 p.m. session.
Six railroads in Louisiana petition the Louisiana Railroad Commission to discontinue the penny script book after August 31 and adopt the interchange able form Z book, reducing travel cost to two cents per mile for users. The Z book, already in use on several lines, would extend statewide with signing by agents from Illinois Central Yazoo and Mississippi Valley, Louisville and Nashville, Louisiana Railway and Navigation, New Orleans and Northeastern, New Orleans Great Northern, and Yazoo and Mississippi Valley.
Shreveport August 14 District Attorney Mabry orders Sheriff Hughes and Chief Gray to stop ice wagons for inspection of scales and weighing accuracy. Offenders face fines up to 50 dollars or 30 days imprisonment under 1912 act. Ice trade in Shreveport dominated by one company. merger formed Shreveport Ice and Delivery Company June 21 from two firms. Wagons reportedly carry scales but rarely use them unless customers demand proof.
Diplomatic and military appropriations total 12 million plus for naval program. Final action on the contentious naval bill expected before week end as conference report to be called in the House reported by Rep Padgett. Absent members alerted. adjournment hoped by Sept 1 amid battles over immigration and revenue measures.
A Caldwell parish meeting in Columbia gathered voters from the first and second wards to back a gravel road project. A road district to connect the Ouachita line to Columbia was proposed, with a committee to seek Police Jury action and an August 24 barbecue to boost support. Monroe business leaders were invited.
Leaders on both sides conferred with the chief executive early today in an effort to avert a strike. The gathering focused on key demands and possible concessions as negotiations continued under tight security and public pressure.
New York Aug 1 A nationwide rail strike threat loomed as workers rejected all arbitration options after meetings with President Wilson failed. Leaders of four railway brotherhoods and 19 railroad managers planned White House talks, while mediation sought to avert a paralysis of commerce affecting about two million jobs.
From Chicago and the western headquarters of the Democratic national committee Senator Saulsbury of Delaware says the Democrats will not only retain their Senate majority but may gain at least four seats. He estimates the next Senate will have 60 to 64 Democrats, increasing the majority from four to eight.
A large delegation of railroad managers and employees heads to Washington for a conference with President Wilson after mediation failure. Railroads oppose double compensation while men insist on arbitration to avoid wage increases beyond 100 percent. Garretson blames railroad indifference. Tumulty relays Wilson's wish to meet and urge settlement. Chambers confirms communication with the president.
In heavy weekend fighting across the Somme region and adjacent fronts, Entente forces report gains in three theaters. Northwest of Pozieres and north of the Somme, British troops advanced 3000 to 4000 yards on a nearly mile-wide front and took trenches northwest of Bazentin le Petit. French troops southeast of Maurepas secured another foothold on hill 109. Berlin cites continued attacks near Thiepval and Hem with heavy casualties to attackers as night operations persist.
Allied forces push on all fronts as Russians drive in the eastern theater and press the opposition toward Lemberg. Reports describe coordinated advances across multiple sectors and strategic gains around key rail hubs and supply lines.
British forces advanced from four hundred yards to one mile at Pozieres as Germans counterattacked west of the town. Russians push Austro German forces toward Lemberg while Italy reports progress on the Isonzo front and Corso plateau. French claim German withdrawal from Clery may open Peronne approaches and seize trenches on the Deniecourt road.
Baton Rouge August 14. Commissioner of Agriculture Harry Wilson and H Payne Breazeale aim to organize local farm loan associations statewide over the next two months. Wilson will devote his time to New Orleans Farm Loan Bank efforts while Breazeale organizes the associations for the New Orleans committee. Washington will learn of the demand for a farm loan bank in October.
