Authorities condemn the local reform school as ineffective in caring for juveniles asserting reform goals are not met and call for review or overhaul of the facility and practices.
The New Orleans Daily States reports the Monroe reformatory for youths under 18 is near collapse due to funds and aging facilities. Only four prisoners remain, housed with the superintendent, and the main building burned, insured for 10 000 dollars. After harvest, the remaining structure will be closed, leaving Louisiana without a juvenile facility.
New Orleans relies on private endowment and annual commission funds to run the Society for the Prevention of Cruelty to Children and Juvenile Court program. In Orleans Parish, reform efforts succeed, but parishes lack state support, leading judges to sentence youths to penitentiaries, opposing the constitutional intent of juvenile uplift.
Dermott Arkansas August 11 The City Council has employed E A Kingsley of Little Rock state highway engineer to establish grade lines here for concrete sidewalks drainage and street grading. About five miles of sidewalks will be laid within the next 90 days and two business blocks on Arkansas street and three on Front street will be graded.
Q P Davis of Elba dies after a tire burst sent his car into a ditch near Troy. The vehicle overturned, Davis pinned beneath it as gasoline ignited and burned him. Passengers J N Ham Tom Crawley Horace Mc Bride Alto Bullard escape with minor injuries and witness the tragedy. Davis’s body is transported to Montgomery then Elba.
A New Orleans bureau report shows Louisiana collected over 4.0 million dollars in internal revenue taxes for the year ending June 13 1913. Collector Walter Y Kemper handed $4,462,094.33 to the U S treasury. Mississippi and Alabama share one district with modest sums in those states. The national total reached 344,424,543 dollars.

New Orleans La Aug 11 The Civil Court heard the will of Anthony Monteleone dated Feb 8 1912. Not a cent is left to charity though he gave liberally in life. The will leaves fortunes to his family with $1000 to Salvatore Razza and half the community property to his wife. J D Kenney is named executor. Some estimate the estate at about 5 million.
Don Anglin shot and mortally wounded Bright on a Saturday night in South Mansfield Louisiana. Anglin and his family had moved from Mississippi a week earlier and lived in a grove pavilion near the depots. He said he aimed to defend himself after finding Bright on the doorstep with his wife. Bright was taken to Acme Hotel in Mansfield and remained alive until late Monday with death momentarily expected.
In Washington on August 12 Associated Press reports Republicans pressed a House vote to compel Secretary McAdoo to provide proof for his charge that New York bankers conspired to depress the price of Government two's as part of opposition to the currency measure. Democrats uniformly opposed the Mendell resolution.
The State Board of Education adopts a policy to require parish superintendents to devote all their time to the office under the 1912 act. The attorney general says the act may not apply to elected superintendents in the future. West Carroll, with Dr. W McCollerhide as superintendent, is noted as a parish with a professional, full-time official.

Tokio reports indicate the Japanese government will not receive Felix Diaz as a special envoy to express Mexico's thanks for Japan’s centennial involvement. Japan will only receive him as a private individual. Diaz plans to proceed, aiming to reach Japan despite the stance.
Governor O Neal had reached no decision on appointing a replacement for the late Senator Johnson. He arrived from Birmingham and said he was not sure he had the power to fill the vacancy.
In Albany on August 12 reporters note activists on both sides of Gov. Sulzer impeachment are pressuring legislators from across the state. The assembly may delay a vote for several days as supporters and foes mobilize. Sulzer arrived at the capital and will issue a statement depending on the outcome of the impeachment resolution.

Camden Ark August 10 The chancellor refused a temporary injunction against the Pleasant Hill Baptist church minister and some members sought by ousted trustees. The former board was removed and they claimed the church property misuse. The court found no sufficient showing to grant a restraining order.
