James Holt won the Bastrop mayoral runoff by 125 votes over Otis Deal in unofficial returns. Holt 1157, Deal 1082 from 12 precincts of 2,189 total votes. Holt, a pharmacist and longtime city council member, will take office within 10 days.
Monroe merchants launch annual back-to-school sales as bells to mark the start of classes approach. The Morning World features ads and photos of students outfitted in clothing and accessories, with a broad range of bargains across merchandise for returning students.
LSU dean Dr. Cecil G. Taylor told Northeast Louisiana State College summer graduates that education requires responsibility to self and community. He urged that true graduates possess skills plus religious and moral values, and warned against limiting education to economic or technical aims. S: Sergeant Crews of Monroe earned a BS in accounting from Arizona State University under Air Force programs and won the NOMA essay prize. He will enter OTS at Lackland AFB after completing military training, and is the son of Mrs. Marguerite Crews.
In week six the photo contest saw more animal and scenery entries than ever in the babies and children class. Car roll R. Rountree of West Monroe won first in Class A for Me and My Pup, also taking second in Class B, with total weekly awards reaching $8. L. A. Henderson of Monroe earned first in Class B Harvest Time, second in Class A, and third in Class C, totaling $10 as his weekly haul. Jimmy King of Monroe won first in Class C for Nature's Handiwork, a lake scene amid evergreen trees and a snow mountain, earning $5. King has previously claimed multiple placements.
Sen Estes Kefauver of Tennessee dies after an aneurysm bursts in the aorta following a mild heart attack. The liberal Democrat and former presidential hopeful collapsed early Saturday after leaving the Senate floor and was hospitalized in Bethesda. President Kennedy mourns Kefauver as a man of integrity and public service.
Washington AP two Louisiana senators debated the nuclear test ban treaty. Ellender pledged full support and open minded hearings, hoping for rapid Senate ratification. Long backed stopping atmospheric testing to prevent radiation but urged careful evaluation and broader agreement for peace and independence from allies.

Defense Secretary McNamara testifies Tuesday before the Foreign Relations Committee as civilian and uniformed leaders weigh the treaty. Top officers oppose an across the board ban, while signaling possible tacit support for restraint to deter proliferation and protect U S security.

A cold front brought .72 inches of rain to the Twin Cities and kept skies cloudy while highs slipped from Friday to 93 degrees on Saturday. Saturday’s low was 73 degrees, with lows around 70 to 76 tonight. Variable winds 5 to 15 mph. Highs today expected 88 to 95 under partly cloudy skies. Little change through Monday with widely scattered thundershowers.
In Jacksonville a father beat his 18 year old son with a folded belt after a hint from Judge John Santora in municipal court. The judge did not order the beating but suspended a $50 fine amid the tense scene.
Shreveport AP Gov George Wallace urged voters to respond to racial demonstrations by voting the current administration out in 1964 at a pro segregation Citizens Council rally in a near full Municipal Auditorium. He avoided direct criticism of Kennedy due to the president's death but urged a Southern president as necessary and noted a grass roots rebellion forming nationwide.
A year old fugitive identified as Eugene Redwine of Pine Bluff Ark was chased by Arkansas and Morehouse Parish lawmen with bloodhounds into woods near Fountain Hill Ark after his wrecked car was spotted. Redwine had escaped a Lake Village Ark jail. A deputy shot was fired at a Bastrop resident during the pursuit.
Gov George Wallace stated there is no racial issue in disciplinary proceedings against a University of Alabama student. He reported the board of trustees would review charges by James A Hood, a Black student enrolled since June, and said Hood’s criticisms of university authorities prompted action. The Montgomery Advertiser reported Hood, one of two Black students, was expelled after a rally in Gadsden.
