New Orleans shipping and business leaders oppose a rate cut proposed for Baton Rouge barge traffic. Officials argue current rates aren’t harming growth and warn cuts would invite similar demands from other ports. The hearing urged careful consideration by the Waterways Freight Bureau.
Frank A. Ashworth was held in lieu of 7500 dollars bond on a negligent homicide charge in the traffic death of 3 year old Terry L. Humphries of Oakdale. The boy was struck by a car Wednesday in front of his grandparents home, and Ashworth was arrested shortly after the incident.
Mal J Irby a drummer and local performer died at his home 621 Splane Drive West Monroe. He played with his brother TS Irby at a Monroe supper club for years before becoming a house painter. Survived by widow Bobbie, daughter Sandie, sons Ronnie and Steve, father J W Irby, brother T J Irby and sisters Juanita Lively Willie Mae Painich and Vera Painich. Funeral by Mulhearn Funeral Home.
Lewis Jr of the Louisiana Forestry Association said U S Senate and House conferees approved a 450 000 amendment for initial construction of a Forest Products Utilization Laboratory in Alexandria Louisiana The full 900 000 outlay covers building and machinery for a regional timber research center pending final Senate and House approval.
The United States informally advised Argentina that recent anti Jewish incidents are drawing unfavorable comment in the United States and in Congress. Uruguay reports similar cases. Argentine officials deplored the incidents and promised firm action. Some lawmakers urge halting aid to Argentina and Uruguay over the outbreaks. Argentina has the largest Jewish population in South America.
NASA awards Chrysler Space Division in New Orleans a 215.5 million dollar contract to build 21 Saturn V boosters for lunar missions. Most work at Michoud with tasks in Slidell Detroit and Cape Canaveral. testing at Huntsville. First booster due in early 1964, project complete by September 1966. employment to rise to 2700 by mid 1963. A second contract for equipment valued at about 7.1 million dollars will follow, with work at Michoud Huntsville and Cape Canaveral.
In Reading, Pal Orchowski and foreman Kowal battled an object in a building cornice hole. After ladder burns and failed chemicals, Kowal glimpsed a family of squirrels guarding the hole and abandoned the chase after ninety minutes.
A 380 foot U S balloon floated west over Canada carrying two monkeys and two hamsters to test cosmic ray exposure for space flights. Capsule environment shifts from ammonia to water and heating adjustments were made after monkey and hamster deaths on July 14.

A two car collision near Alexandria Louisiana on Wednesday killed Grover C Robertson Sr 72 of Pollock. Robertson was alone in his car Five people in the other vehicle were injured none seriously all injuries described as not serious
The FDA reports no doctors in north Louisiana received thalidomide while shipments went mainly to south and southeastern Louisiana including New Orleans and Baton Rouge. FDA official FC Boudreaux confirms area doctors not named publicly. The New Orleans office oversees Louisiana Mississippi and Alabama.
Paris AP dispatch reports deposed Peruvian President Manuel Prado arriving in Parisian exile. Edwin M. Martin relayed a Kennedy endorsement praising Prado as a defender of liberty. The United States had suspended diplomatic relations and cut aid after Prado was ousted and imprisoned near the end of his term.
The Weather Bureau issued a 30 day outlook indicating little relief for the drought stricken Northeast. Subnormal rains are anticipated in the Gulf and Pacific Coast states and in the Northeast. Below normal temperatures are expected east of the Continental Divide, with near normal to below normal in other regions.
In Centerville Iowa UPI reports a minor fire at farmer Karl Farley's residence. Firemen say a bottle filled with water and placed in a window box acted as a lens when sunbeams focused through it, igniting the house.
In the Massachusetts Democratic primary race for the U S Senate Kennedy and McCormack attract outside contributions under a new filing law. Kennedy reports 91 691 across three committees versus 33 937 for McCormack with major donors from New York and Washington. Gene Tunney contributed 500 and Morton Downey 1000 to Kennedy while H Stuart Hughes, grandson of Charles Evans Hughes, logged 33 740 as an independent candidate.
The California Co and Shell Oil Co in a joint venture have discovered a new offshore oil field seven miles from St Mary Parish. The well depth reached 13,900 feet and early daily potential was gauged at 243 barrels.
