By eleven o clock this morning Ouachita's Red Cross fund had reached one third of its parish quota. Local contributions surged as readers were urged to give to flood relief via the News-Star office on North Second Street.
Flood reports from the Onachita basin show Monroe and nearby areas bracing as water levels rise. Officials caution calm action while noting roads blocked, backwater in storm sewers, and crews ferrying workers by skiff. Evacuations occur but no lives are imminent.
Commander Noel Davis and Lieutenant S H Wooster were killed when their giant Keystone air craft American Legion crashed near Messick Virginia during a test flight. The plane reportedly developed engine trouble and fell several hundred feet into Back River.
The Natural Gas company announces that due to high water conditions extra pressure will be turned on in all Monroe and West Monroe mains at six p m today. Residents should take precautions especially those with automatic heaters as the extra pressure may blow out flames. Other users need only note the pressure change when lighting burners.
The first refugees of Arkansas floodwaters arrived in Monroe by train from McGehee aboard the Missouri Pacific line. They were welcomed by police, Red Cross workers, the American Legion and Salvation Army as they sheltered at the Weaks Supply plant on North Third Street and a nearby Ouachita avenue building. Twenty five women and children plus two men received meals and beds in a hastily arranged shelter with orderly care and concern noted by volunteers.

The senior board of the Chamber of Commerce votes to authorize Ouachita parish police jury to borrow any required sum to finance levee construction and flood control across the parish. President T F Ter zia asked for financing for 250 workers on the Ouachita river levee project, noting urgency and lack of funds. City officials including Mayor Arnold Bernstein and others attended the meeting.
Red River rose nine tenths in 24 hours with projected crest near 41 feet by May 2. Levees in Caddo Parish described as excellent while East Point area floodwaters threaten Red River parish towns Crichton Coushatta and nearby routes. L R and N line washout halts service three miles east of Shreveport. Cross Lake reservoir levels rise but water supply remains safe.
Report says no levee trouble of serious nature in Louisiana today. Weather bureau forecasts fair weather in the lower valley for the next several days. Water levels from the Arkansas line to Vicksburg have eased but rise is expected to resume at Vicksburg within 86 hours. Preparations for higher water continue in levee sections where weakness was noted from Arkansas south.

Los Angeles April 28 Dor othy Mackaye stage star and Hollywood physician Dr William J Sullivan were indicted on two felony counts as accessories after the fact and with conspiring in the death of comedian Ray Raymond The first grand jury probe led to a murder indictment against Paul Kelly who admits a fist fight over Mackaye Kellys trial set for May 9 He posted bail and Mackaye paid 500 as expenses while Sullivan promised to surrender to authorities
Weather bureau issues revised river stage forecasts for the Red and Ouachita rivers. The Red near Shreveport is expected to reach 41 to 42 feet at Alexandria between May 4 and 10, while the Ouachita near Camden to Monroe should reach 49 to 50 feet between May 5 and 12.
