The State Labor Federation enters its third day with sessions focused on examining the constitution. Delegates review proposed amendments and discuss organizational governance alongside member rights and labor provisions.
The Louisiana State Federation of Labor met in Alexandria with all delegates present. The morning adopted the constitution and by laws, the afternoon approved several resolutions on economic and legislative matters. Officers to be elected before adjournment, with Alexandria likely next year’s convention site and a public rally planned at city hall.
The convention adjourned after naming officers including T. J. Greer president and W. A. Stanton first vice president. Others were W. P. Schexnayder second vice president Horace Noonan third vice president Minnie Carron fourth vice president H. F. Ellis fifth vice president W. V. Stewart secretary treasurer. The Legislative Committee lists Oscar Lebo C. C. Davenport and Charles Shepherd. Next annual meeting set for Alexandria.
The American Society of International Law meets in Washington for its sixth annual gathering. Opening tonight with Senator Root, the sessions run through Saturday and examine the Hague Conference program and procedure for 1915. Speakers include Gen. George B. Davis, Thomas Willing Baylis, Rear Admiral Stockton, Pasquale Fore, Henry White, and James L. Tryon.
An alarming report alleges the steamer Rans Dell rammed a levee causing a large breach. Officials rush to assess flood risk while residents fear downstream damage and seek protective actions.

Natchez Miss April 25 The Tensas river levees at Clayton and near Goltman La broke under the force of water from the Alsatia crevasse. Clayton with 200 people is under three feet of water. Ferriday expected to flood by tomorrow. Back water may reach Vidalia. 2500 acres will flood near Goltman. Special trains run to Ferriday to remove residents and property. Three negroes drowned seven miles east of Gilbert.
Tallulah Louisiana April 25 flood covers eleven parishes in full or part bounded by Ouachita and Red Rivers and the Mississippi. Muddy water pours from Dog Tail crevasse near Alsatia and from Panther Forest and Rosemary dents around Delhi and Monroe. Over 15,000 homeless, 1,060,000 acres ruined. railroad damage measured in hundreds of thousands. no lives reported lost.
Representatives from seven lower Mississippi valley states formed a permanent group in Washington and urged Congress to approve an annual 8 million dollar levee budget for ten years plus 1.5 million immediately to reinforce levees before the June flood. O N Killough led the push with support from Representatives Goodwin and Jacoway while Speaker Clark endorsed government funding.
New Orleans reports worsening floods in Concordia and Madison parishes as the Tensas river levee breach floods Clayton. Ferriday and nearby towns face rising water and levee threats while floodwaters push landward above Vidalia.
Engineers offer no forecast but remain hopeful levees in the Ponchartrain district can be held. The Mississippi River fell across most points in the last twenty four hours, remaining stationary only at Baton Rouge and Donaldsonville.
The Mackay Bennett has picked up 205 Titanic victims and will return them to Halifax. The captain confirms the identification of George Widener of Philadelphia, and wireless reports suggest most bodies may never surface.
A report claimed the Ouachita Guards were sent to Delhi to suppress a race riot. Captain P. M. Gayle led eighteen men and gear, with guards arriving later, while townsfolk denied any real danger. A vigilante mob at the jail prompted militia calls. officials later said no riot existed. Names of the squad members are listed.
Harold G Lowe fifth officer of the sunken Titanic testified to rescuing four men from the water and a sinking life boat, taking off twenty men and one woman from the bottom of a overturned craft. He landed all survivors on the Carpathia and kept order aboard life boat No. 14.
Gus Hardaway, an Iron Mountain railroad worker, was stabbed in the kidney area at 1 pm by Lillie Williams in Mangham’s quarters on Oak Street. Doctor Surghnor declared the wound serious. Hardaway was sent to Monroe Sanitarium and Williams jailed awaiting the wound’s outcome.
