Camden Arkansas reports the Quaghi ta river at 86.9 feet this afternoon with Arkadelphia seeing a five foot rise. Flooding damages farms and fencing across the river while pumping plants in Camden are flooded cutting water supply. Hausman and Holtcamp of St Louis work to seal seepage and restart the pumps hoping to restore mains tonight.
Arkadelphia Arkansas faces a water outage as the washing away of the water company pipes halts supply. The river rose to about 23 feet above normal this morning and damaged the pump station pipes. Repairs will take several days.
Prescott Arkansas April 21 heavy rainfall halts farm work with ½ to 11/2 inches of rain daily for a week. Plowed land damaged and planted grain may rot due to persistent rain.
Azel Titus, a farmer near Dallas, was trapped in a tree for two days as the Ouachita River flood swirled, threatening to wash away his only escape while he slept beside Board Camp creek. Rescuers finally reached him in Mena Arkansas on April 21, as news of the harrowing escape spread.

Washington April 22 Gen Francisco I Madero junior authorizes Dr Vasque Gomez to begin negotiations with the Mexican government for an immediate armistice in the Juarez Chihuahua zone. The move follows Gomez warning Madero of possible U S intervention over Douglas incidents and aims to avert public recognition of the Insurrectos. The plan seeks peace conferences to follow.
El Paso reports Gen Madero agrees to delay contemplated attack on Juarez while peace negotiations occur. Government must pledge not to move troops toward Juarez. An armistice hinges on Mexico City ordering troop stoppage. Madero lies on his arms awaiting reply. a truce is believed possible.
At Madero's Camp near Juarez on April 22 he told the Associated Press that he never demanded Diaz's immediate resignation as a condition for signing a peace agreement. He emphasized that the projects of peace in Mexico had brightened with his statement.
An American arriving from the border reports twenty eight Americans who crossed west of El Paso reached Gen Madero's camp after a nine day march with forty thousand rounds of ammunition. On arrival all were disarmed due to a disagreement.
A man tied to a wagon woke as a violent storm flooded the area. He cut loose his horse and climbed a tree, staying there for two days until rescuers with a rope reached him.
Arkadelphia, April 21 The Gate City steamboat, bought by the Arkadelphia Packet Company, is expected to arrive Saturday. Its first cargo is likely 6,000 bushels of rice owned by Capt. R. W. Huie, to be sent to New Orleans for milling.
Mr. F. C. Breese reports indicators point to the highest river water in years, possibly surpassing the 1882 mark. From Monroe to Camden bottom lands are flooded, with Arkadelphia alone seeing a five foot rise, threatening further increases.
