Conflicting claims over the Dalmatian coast between Italy and Yugoslavia are submitted to the Peace Conference. Germany’s ability to discuss terms remains uncertain as Adriatic negotiations continue with no final settlement in sight.

The body of Tom Warren Jr. alias Snocktins, a young black boy, was recovered near the Central Savings Bank by Police Officer Pat Clower after a drowning incident in the Ouachita River Monday afternoon. The body showed facial injuries, the investigation continues with Richard Meyers detained for questioning. The remains were taken to Peters Undertaking. mother Gertrude Alexander resides at 1113 Calypso, father due this afternoon.
Dr Irenee Cier a noted physician and druggist of Monroe died Thursday at 3 pm at his residence 207 Louise Anne Avenue from paralysis following a noon attack. Born in New Orleans December 15 1877 he married Helen Evans February 4 1902 and leaves four children Elsie Hollen Waltrine and Mary. He held medical and pharmaceutical credentials and a master’s degree in music. funeral services are 4:30 pm at his home with burial in New Orleans.

Coercion may include occupation of German territory blockade of ports and halting food shipments to Germany. London reports German propaganda claims of shipping delays for American food, denied by American officers.
State Department dispatches relay from Libau via Copenhagen report German forces toppled Lettivia's provisional government. Troops seized treasury notes and now hold control, claiming to suppress Bolsheviki as a cover for the coup.
The Department of Labor notes a spring surplus of labor nationwide but farm work in the South faces shortages. Government employment services have struggled to place workers on farms as southern states report sufficient labor to meet demand but a shortage of farm hands persists.
Federal indictments allege Dr Edward Rumely former owner and editor of the New York Evening Mail and attorneys Walter Kaufmann and Norvin R Linhelm conspired to hide German ownership of 1 451 million dollars in capital stock of the S S McClure Newspaper Corporation. They allegedly advised omitting a list of German owners from federal transmission. Rumely faces related perjury and failure to file charges in Washington.
Washington reports Attorney General Palmer will issue an opinion on the legality of a cotton planter move to reduce acreage to raise prices. Secretary Houston requested the view after complaints from cotton buyers and amid anti trust finance provisions affecting farmers. Palmer plans to deliver his ruling in two or three weeks.
In Shreveport Louisiana on April 17 a newspaper change of ownership was announced. Douglas Attaway and Thos Harris take control of the Journal Company stock from O A Wright who retires from all connections with the paper. Wright moves to Chicago Illinois. Attaway and Harris will direct active management.
German and Baltic German forces seized Libau and overthrew the Lettish provisional government. Lettish reserve troops were surprised and disarmed. German troops arrested the Lettish interior minister and several officials. Wilson fully recovered from illness, reports say, with progress at the Peace Conference.
Bolshevik sympathizers tried to storm the Austrian parliament in Vienna on Thursday morning but were dispersed quickly. A few people were wounded as authorities restored order amid widespread tension in the city.
Lucius Brown, a Black man, was convicted in the Houma district court of striking with a dangerous weapon with intent to murder and rape. He received a hanging sentence for attacking 19 year old Miss Josephine Blanchard near Cantrelle, after luring her with a false telegraph call. The attempted lynching threat subsided as the lawful sentence was carried out.
In Springfield Illinois on April 17 over 140000 electrical workers support a nationwide strike in July. Voting president J F Noonan cites Postmaster General Burleson as blocking recognition of the telephone workers union after President Wilson referred the matter to him.
President Wilson and premiers prepared to sign or reject a pact. Delegates from Hungary were to be briefed on the terms and expected to respond promptly.
Paris April 18 Germans will be given time to make inquiries on treaty details as Versailles expects two days for Germans to study terms and raise questions. France receives guarantees against renewed German attack and Britain and the United States pledge support if France is attacked, with the pace of decisions at Weimar determining return to Versailles.
