A bipartisan group led by Speaker Rayburn and leaders Martin and McCormack met in Rayburn's office to seek a compromise on pay-as-you-go income tax legislation. They discussed a possible 2 percent withholding levy on taxable pay, not an additional tax, to start around July 1 if an agreement is reached.
Port Allen April 16 The parish police jury plans to divert the Julian Poydras fund from dowries for West Baton Rouge brides to support schooling for needy young girls after distributing this spring's dots to 19 new brides.
Ouachita parish reports 854000 in war bonds sold since the start of the second war bond drive. Clifford Strauss, general chairman, says the parish quota is 3500000 to sponsor a fighting ship and urges continued drives across the Twin Cities and parish until the goal is met. The government targets 13 billion for armed forces equipment.
A one day walkout by 150 Spicer Manufacturing Company workers ended after a vote to return to work. The strike, tied to a wage dispute referred to the War Labor Board, halted jeep assembly at Willys-Overland and left 2,500 idle. Production expected to resume Monday.
Kin nie Wagner, who escaped Parchman prison in Mississippi in 1940 and was later sentenced to death in Tennessee, was captured today in Scott County by FBI agents and state police. He surrendered around 3 a.m. in a shack near his birthplace, bringing four shotguns and several firearms. Wagner, once a circus trick shooter, had a long history of escapes and killings, with prior convictions in Mississippi and Tennessee and extradition across states. He is now in Bristol, Virginia jail awaiting further proceedings.

In Reidsville Georgia April 16 a group of 22 prisoners described by Warden H R DuVall as the worst escaped from Tattnall state prison after overpowering three unarmed guards. They locked guards in a cell took keys cut phone lines and used two prison trucks and a guard car to flee toward Cobbtown nine miles away. A 23rd prisoner surrendered to officers near Reidsville as the escape unfolded.
FBI announced the arrest of eight men, seven at Bethlehem Fairfield Shipyard and one at Bethlehem Steel Sparrows Point, accused of faulty welding on Liberty ships and a tanker. James B. Dixon of Baltimore identified among arrestees, six to be arraigned. others named include Herman Scherer and Raymond Ashby Burkholder. Hoover said welds were done to speed work and paid goals, with many defects in vital ship parts detectable only by X ray.
Algiers April 16 General Henri Giraud said he hopes to lead an army of 300000 Frenchmen in the invasion of Europe and plant the tricolor in Metz while warning against a dictatorship of a dictator. He claimed 400000 under arms and urged a nonprovisional path for France’s postwar government.
North Africa April 16 Allied infantry moved within 15 miles of Tebourba key road junction after heavy mountain fighting near Medjez El Bab and Ang peak. British and German forces exchanged counterattacks as Rommel and Archim defend Tunisia amid air strikes on Sardinian airfields.
Paris reports say Laval approved German plan to use all French prisoners of war immediately in Nazi war industries. The move cancels prior promises to release prisoners in exchange for French workers drafted at 1-3 and 1-4 ration levels. Laval expected to announce soon as Laval, Sauckel, and others push for 1,000,000 workers. A police hunt in France seeks men women and students who fled requisitions for German labor and agriculture.
