Parish officials say spending exceeded budget for drainage work with a $47,674.20 grant aid from a $37,259.34 drainage fund. The jury also sought state approval to borrow $11,730 annually for four years to cover the grading machine.
A major gas field discovery is completed inside Lafayette city limits near U S Highway 90. Skelly Oil Co reports the well was redrilled this month after high pressure and mechanical issues. upper zone yields 206 barrels per day of 47.6 gravity condensate and lower level 184 barrels daily.
A 17-year-old Memphis boy, Jerry Lynn Blankenship, was found sane by Arkansas State Hospital doctors after being kept under observation since March 14. He is to be returned to jail in Marion and charged with the murder of 14-year-old Carol Arlene Feather whom he allegedly killed near an abandoned dog track in Crittenden county on February 19 after she resisted his advances.

In Paris a boy named Eric Peugeot was abducted in a carefully staged kidnapping. Two phone calls followed the night of the crime, asking for the father and whether the ransom letter had been found. Police kept the family untroubled to aid the abduction plot. The distraught father appealed for the boy’s safe return on national TV. A lanky kidnapper allegedly entered the playground at St Cloud Country Club to snatch the child from a sandpile before fleeing with a partner.
Lawrence T. Smith led a dissident Teamsters faction on the board. The Court of Appeals ruled against Smith's ouster after Judge Letts refused to remove O'Donoghue and Smith. Letts criticized Smith and dismissed him, and Smith asked the Court of Appeals to overturn this action, with no decision yet.

In Houston Texas two men, Robert J. Lee 47 and Raymond T. Maxwell 40, were killed when a condensing drum triggered a water boiler explosion at Crown Central Petroleum refinery. About 10 others were injured, with Stanley Wesolowski 46 in critical condition and Andrew J. Smith 64 with minor burns. County investigator Henry Ismonde cited the chain reaction from the condensate drum.
The Navy builds a gigantic saucer shaped radio telescope in Sugar Grove West Virginia. It will exceed 600 feet in diameter and rise 665 feet high. Total cost includes 79 million dollars plus 4 million for nearby facilities. Completion target was 1962 but remains uncertain.
Geneva AP The Soviet Union agreed today that an East West group of scientists should meet next month to work out a research program to improve detection of underground nuclear blasts. The Big Three talks recessed to April 25 so delegates could consult governments. Scientists meet May 11 to discuss better detection methods as a Western condition for a moratorium on small underground tests.
Helga Warick, 17, an Austrian exchange student in Thibodaux, described Louisiana as a warmer place with better living and dismissed stereotypes about Americans during remarks to the Baton Rouge Rotary Club. Her impressions challenged desert-dry myths about Americans and highlighted hospitality.
Robert R. Prescott and Edwin Sutherland both 19 visited Macomb County jail to see Howard Haskin 18 charged with breaking and entering. Deputies say the pair tried to force a window and charged them with disorderly conduct and jailed them for 30 days. Haskin remains in a different part of the jail.
