Mostly fair today with a low in the fifties and highs in the low eighties. Thursday brings partly cloudy skies with a 20 percent chance of thundershowers and near eighty degree highs. Gov Edwards to address Monroe Chamber meeting tonight at the Civic Center.
Reports from Kinshasa indicate Zaire bombings near the Zambia border over the past three days. Zambia confirms a delegation from Zaire to Lusaka for urgent talks with President Kaunda after the strikes on Shingamfunji Manganago and Kaleni Hill mission hospital.
Russell Carlos of E A Conway Memorial Hospital says a meeting with X ray technicians produced an accord after they called in sick and arrived late. The group complained of workload and low pay on call, and no disciplinary action will be taken. Larry Boyte, a spokesman for the technicians, echoed the outcome as satisfactory.
President Carter weighs a televised address to outline the tough energy conservation plan. A 120 page energy package is to be unveiled next Wednesday to Congress, with proposals including higher gasoline taxes and a gasguzzler tax aimed at reducing consumption and boosting fuel efficiency.
In New York the stock market retreated from gains with blue chips leading losses. The Dow Jones average of 30 industrials fell 6.36 to 930.80 at noon as losers edged ahead of gainers on the New York Stock Exchange.
Monroe Utilities Commission plans new water rates after years of losses totaling 199 545 dollars from May 1976 to Jan 1977 and bigger past deficits. General Manager W E Whetstone notes production costs rise above charges, with small users subsidizing large residential and commercial customers. Ford Bacon and Davis will study a self sufficiency plan, due within 60 days.

FAA officials questioned Monroe Municipal Airport Manager E Durand Bailey after he denied Cessna 310 pilot John Bolton landing on Runway 22 during an emergency. Bolton argued wind conditions made main runway safer while critics urged open access to alternate runways.
