Second Soviet ship escorted into Boston by Coast Guard
The 503 foot refrigerator ship Antanas Snechkus and its 63 crew arrived at the Coast Guard base in Boston Harbor under escort by the cutter Reliance after UPI reports of offshore fishing violations. Earlier the Taras Shevchenko trawler was seized by order of President Carter.

South Central Bell Seeks Major Rate Increase
South Central Bell Telephone Co will ask the Public Service Commission for an emergency rate hike of 21.7 million dollars and a total package of 105.5 million in revenue. The plan raises residential one party bills by 3.50 dollars a month and pay phone calls to 20 cents, with further increases for business lines and multi party service.

Monroe City Okays Budget Using State Borrowing Power
The Monroe Commission Council approved a balanced budget for the current year by tapping $2,284,044.34 in borrowing power from the State Bond Commission on March 22, with total revenues around $12.65 million. Officials warn a projected year end deficit near $2 million will be financed by borrowing, not reflected in the audit, while Mayor W. L. West Monroe Hatten Pushes Pay Increases for Officials
West Monroe Mayor W B Bert Hatten announced he will urge the city council at the 7 p m meeting to raise council pay from 100 to 250 dollars monthly and leave the mayor’s salary at 15000 annually. The council may vote on raises before the next city election but not until after the election. He also outlined bids for city hall courthouse and police station at the new complex and a proposed one million plus community center. The meeting includes bids for mineral leases at the industrial park and an ordinance to annex land near the park.
