In New York City more than half of the 40,000 school teachers walked out for higher pay. School operations were disrupted as students faced canceled classes and disorderly scenes.
More than 22,000 teachers did not report for duty prompting the closure of about 1000 schools and leaving one million pupils unsupervised. Picket lines by the United Federation of Teachers affected 15,000 members while non members joined the protests. Heavy police guard rings schools as the city faces a major disruption to classes and potential political fallout for Governor Rockefeller and Mayor Wagner.

Geneva UPI reports United States chief delegate Arthur H. Dean declared Washington will not accept a mere paper pledge to never resume nuclear tests. He warned Soviet insistence on a verifiable ban risks clandestine tests and noted Soviet conduct undermines any trust. Dean cited Kennedy Macmillan appeal for verification and urged Soviet leaders to show flexibility and political sense.
United Press International reports a line of thunderstorms across the Gulf states bringing rain and baseball sized hail. Tornado sightings were noted in Dallas and Irving Texas with minor damage. Guenther Maennel a disguised former East German secret service agent testified that U S Air Force Captain Joseph P Kauffman passed military secrets to East Germany. Maennel wore a false mustache wig and glasses to avoid recognition and said he met Kauffman in East Berlin on September 29 1960, identifying himself with a forged East German police role.
Miami officials and refugee experts urged other cities to accept Cuban refugees fleeing Fidel Castro as 125000 have arrived in the Miami area since 1959. Bishop Edward Swanstrom said about 23000 have relocated elsewhere. he emphasized matching Cubans with jobs rather than replacing workers. Miami CRS director Hugh McCloone noted many refugees seek to settle elsewhere as home return seems unlikely.
