Oklahoma voters repealed prohibition by constitutional amendment but law changes must wait on legislative action in 60 to 90 days. The measure passed 395,242 to 313,574 and will allow packaged liquor in private stores after repeal is ratified.
A letter from religious leaders educators and others urged Attorney General William Rogers to intervene in the case of Asbury Howard a 52 year old Black man jailed in Alabama for six months for breach of the peace. Howard president of the Bessemer Voters League and international vice president of the Mine Mill Smelter Workers Union had arranged a painter to reproduce a Kansas City Call cartoon on a wall. The cartoon depicted a Black man in chains and called for equal rights. A line added by the painter led to Howard’s conviction. The letter supporting Howard was signed by about 60 people including Reinhold Niebuhr Harry Emerson Fosdick Norman Thomas Emily Blach Norman Cousins and former Senator Frank Graham.
In the ice choked Bering Sea a U S Coast Guard cutter and a Soviet tug raced toward Akun Bay to aid an unidentified Soviet seaman. The Storis reported contacting the Soviet trawler Pischavaya Industa and headed west to the injured man as tensions rose over the mercy operation.
Secretary of State Wade O Martin Jr refused to discuss details of a secret anti Long meeting in Baton Rouge. He said the aim is to unite anti Earl Long forces under capable leadership. New Orleans Mayor Morrison attended and called it a political bull session. No clear sign of former Gov Jimmie Davis representatives at the event.
Soviet authorities organize volunteer “People’s squads” across republics to curb youth violence. In Tiflis Georgia a 60 member group leads local efforts, with about 20 volunteers in other towns and Yerevan Armenia preparing similar actions to persuade violators before militia handover.
The Navy Mothers Club No 760 of Monroe West Monroe sponsors Tag Day for fundraising. Mayors designate the date as a joint city event with volunteers soliciting funds in both cities. A kickoff barbecue for a proposed workshop for the mentally retarded is planned for May 16 by the Civitan Club.
A five member Ouachita Parish Police Jury committee was appointed to study parish roads and report before the approved tax funded improvement program begins. Members named by President M. W. Montgomery are W. J. Vinson L. B. Pettit Ollie Carter G. Hilton Owens and Frank Golson Jr. The panel will review the road system and prepare recommendations for funding use after Ouachita property owners approved two mills for road maintenance.
A former Swiss Guard member attacked and wounded the commander of the Pope's bodyguard in Vatican City. The assailant was injured in a struggle with fellow guardsmen who rushed to the chief's aid. Vatican doctors initially suspected a self inflicted wound.
In Fulton Kansas 231 residents, 88 total votes, elected Mabel Austin 72 mayor and three Ladies Citizens to the five member Council. Margaret Delano Esther Watson and Lois File joined Austin in a historic female victory. The new officials aim to address local issues such as dog control and neighborhood concerns.
The Ouachita Parish Police Jury approves seeking state legislation to allow zoning laws on the east side of the Ouachita River. The move follows backing from the Monroe-Ouachita Regional Planning Commission led by Roy Johns. Ward 5 juryman Ollie Carter moves to table to study the bill while District Attorney Albin Lassiter endorses the request. West Monroe entities voice interest and legality debates ensue.
In Wilmington Delaware a blast heavily damaged a $12 000 home in Collins Park the first occupied by a Black family in the previously all white area. The Rayfields were not home when the explosion occurred and police will classify the incident as a mishap of undetermined origin.
A 16 year old Tallulah newspaper delivery boy, Bobby Spells, was critically injured when his motorcycle crashed into a moving car on Highway 65 at about 6 30 this morning. He was taken to Mercy Hospital in Vicksburg for brain surgery. The car driver, Dave Kaufman, owner of Kaufman Dry Goods Store, was uninjured.
Owatonna Minnesota reports say a 10 year old farm boy is guided by divine messages to perform miracles. David Symons and his parents told reporters of miraculous events, with Mayo Clinic involvement and police directing crowds on the farm. The church says it will investigate while a psychiatrist found the boy normal.
The Coast Guard cutter Sebago towed a drifting 60 foot Cuban motor launch Mar Afuera with 15 aboard about 300 miles south of New Orleans. The launch, from Mariel, Cuba, had been spotted by the American freighter Fred Morris which provided basic water and fuel. Sebago remained on scene to ensure safe tow if needed.
Organized labor gathered more than 5,000 delegates in the National Guard Armory in Washington to press for more federal jobless aid and work creation. AFL-CIO leader George Meany minimized a March unemployment drop while noting 4,362,000 still unemployed. Speakers and signs urged action as Eisenhower’s administration faced criticism amid illness complaints from Ohio and Michigan delegates blamed on turkey dinners aboard trains.
A Thor Able two stage rocket launched a 5,000 mile nose cone of a future ICBM over the Atlantic. It landed in the ocean and was recovered two hours later, marking a telemetry data verification milestone for the test program. The cone survived re entry at about 10 000 mph.
The Los Alamos laboratory reports a direct conversion device, a plasma thermocouple, kept a light bulb glowing for 12 hours, signaling a potential revolution in atomic power. The AEC cautions that such units offer promise for space auxiliary power aboard spacecraft and instruments.

Hundreds of delegates to the AFL-CIO unemployment conference in Washington fell ill from food poisoning. About 30 were rushed to hospitals from the National Guard Armory, with one man in serious condition. Illness began on a Toledo to Washington train after turkey dining car meals and spread at the convention hall. The outbreak affected roughly 75 to 100 at the armory, mostly with cramps and diarrhea, and some on a Detroit to Washington train were sick as well.
In Baton Rouge Sen. W. M. Rainach rejects Gov. Earl Long's insinuations that Rainach sought the governorship. Rainach, leader of segregation efforts, says Long is daydreaming and notes top politicians avoided segregation issues. Long hedges on a possible run, citing funding and votes. Morrison meets Rainach allies as 1960 presidential talk continues.
