The first meeting of IM2 of the 11th District Medical society will be 1 at Hotel Virginia this afternoon at 5 oclock. Prominent physicians from several states are on the program. Dr. R. H. Frost, Monroe, secretary, notes that Dr. James S. Meier of Birmingham Asia will discuss The Nutrition of the Then People in Time of War. Mobile Alabama April 7 Survivors recount a March 8 shelling and torpedoing of a Panamanian vessel by a submarine in the Caribbean. Captain James Stewart and six others died. The crew was rescued by a US minesweeper and brought to port after adrift hours in life rafts. Twenty survivors, 19 seriously wounded, were sent to a Caribbean port for transshipment. The attack, one of three on Panamanian and US ships in March, was reported by the eighth naval district.
To mark the first anniversary of United States defense stamps and bonds April 15 is named War Stamps and Bonds day in the Twin Cities. Merchants will offer value across lines and urge buyers to invest savings in war stamps. Ten booths will aid purchases while P T A members serve. Two parades are planned at 10 am and 2 pm.
The Monroe commission opened bids Tuesday for an induced draft cooling tower to expand the municipal power system. Hudson Engineering of Houston offered 26,250 dollars for a 4 400 gpm tower, while Morley Co of Kansas City proposed several bids: 31,840 for 9 100 gpm, 32,119 for 9.15 percent gpm, and 26,945 for 8,000 gpm. A. C Kirkwood of Burns and McDonnell will tabulate and report to the council. Mayor Benoit was absent in Baton Rouge on business. Attendees included C R Tidwell, W D H Rodriguez, P A Pong, S L Digby, J K Brothers, J B Downs, Theodore A Tobin, and Joe Bennett.
Civil war precedent cited by District Judge Charles F. Koelsch holds a civilian workman imprisoned by an enemy in wartime cannot be sued for foreclosure, collection of a promissory note, or divorce. The ruling came in Bernice Adella Lippy v William H Lippy, filed during Wake Island pacific war hostilities. Case suspended until the captive is freed or death confirmed.

A Texas lawyer testified at the James A. Noe income tax evasion trial that Noe signed a contract for state water bottoms development only after Huey P. Long’s approval. Leonard M. New England soldiers from the 43rd division, largely from Vermont, Connecticut, Maine and Rhode Island, concluded a two day show of force in New Orleans. They paraded with big guns, radio and hospital gear, and mechanized units for Army Day. The group bivouacked at Tulane University and toured the French Quarter during recreation.
