Two people are dead following quarrels over a city election while a mysterious death of a magazine publisher in Philadelphia remains unresolved. In El Paso on April 6 the pace of telegraphic diplomacy between Maderos in this city and Chihuahua and Mexico City stalled after twenty four hours of ceaseless messages, and Associated Press reports from Chihuahua confirm negotiations have broken down.
Francisco I. Madero shifts headquarters to San Andres thirty five miles from Chihuahua City and orders Insurrecto ranks to be ready for action.
