Judge Dawkins opened the Spring term with a grand jury charge urging citizen duty. Dr J R Ferguson of West Monroe admitted violating the narcotic act by failing to keep records and falsifying office registrations, revealing his own narcotic addiction.
Washington April 4 The Senate Finance Committee finished a tax revision bill described as a business recovery measure by Chairman Harrison Mississippi It eliminates the undistributed profits tax preferred by the administration and approved by the House The measure aims to melt frozen capital and spur investment while prompting a debate set to begin Wednesday The committee notes the new form would shift tax burdens comparing present law House bill and Senate committee version for a $10000 net income firm with varying profit distributions
In Brownsville Pennsylvania an 11 year old girl and her two day old baby are reported in good condition at a local hospital. The five pound girl was born on Sunday to Catherine Nowden, wife of James Nowden, a 27 year old miner. The girl’s grandmother says the mother would turn 12 on May 29 and hospital staff note the girl claimed to be 16 to obtain a marriage license.
Associated Press reports a Spanish republican army near Barcelona and a Chinese army near Lunghai resisting possible destruction as Britain and France contend with domestic strife. Blum's cabinet pushes a drastic finance program centralizing foreign exchange at the Bank of France while clashes within the Senate threaten a national unity move.
Honolulu April 4. A battered flying helmet washed ashore on the north side of Oahu island was identified as belonging to Machinist's Mate J. A. Bingham. Naval aviators resumed search for a bomber sunk during six week maneuvers as a large oil slick was seen east of Oahu amid war games from Alaska to the equator.
Dr. H. N. Harper Lincoln parish coroner died after a Saturday crash near Ruston. Funeral held at Methodist church with burial in Greenwood cemetery. Four injured in the head on collision involved John Lowery of Bernice D D Hollis and his 9 year old son from Bernice. The crash near the Jonesboro road was investigated by Sheriff Bryan Thigpen.
A boiler valve burst at a Decatur lumber plant trapping workers in hot water mud and steam. Robert Woodall 50 of Paint Rock and Albert Bruce 44 of Miami died from burns while A Palmer 21 of Huntsville remained in critical condition.
Washington April 4 House supporters of the government reorganization bill won a concession exempting the veterans administration from any merger. Rep Warren said the amendment would likely be approved. Some lawmakers warned it could trigger exemptions for other agencies and spark log rolling. Administration leaders voiced confidence the concessions assured House passage. President Roosevelt gave tacit approval at a Sunday conference for two hastily advanced amendments.
The Supreme Court upheld a Louisiana tax on the Arkansas Louisiana Pipe Line company based on engine horsepower used to move gas to Texas and Arkansas. Justice Reed announced the decision reversing a western Louisiana district court finding the tax unconstitutional for interstate commerce. The dissenting justice was McReynolds and Cardozo did not participate. The $7,216 assessment included 25 percent penalty and 10 percent attorney's fees.
New Orleans April 4 The Louisiana Supreme Court granted 18 year old Jessie Pepper a new trial for the gossip related killing of May Elvin Allen. Pepper was convicted in Coushatta district court last November and sentenced to six to 18 months. The court ruled the jury visited the crime scene after testimony ended, improperly introducing additional evidence. Pepper contends she acted in self defense amid a quarrel among the girls and their mothers over rumors of a birth.
In Clinton North Carolina a 21-year-old farmer Cameron Tew and rival Rudolph Smolka 20 of Elmira New York were shot dead by Tew who then shot Grace Carter 17 twice and four times in the Carter farm home. Coroner Crumpler ruled the deaths murder and suicide. Witnesses say Tew invoked a song dispute and Grace offered to play it by ear. Smolka died at the scene. Carter remained hospitalized in Fayetteville not expected to live.
William Allen Roderick 68 a Denver contractor was killed Sunday afternoon at 4 o'clock when he attempted to pass a motorist between Clarendon and Tulsa and veered into a ditch. He died in an ambulance en route to a Tulsa hospital after visiting Lake Providence with his daughter. Surviving daughters include Mrs. William Hugh Hamley and Mrs. Houston C. Chambers of Rayville.
Secretary Harold L. Ickes warned at a Chicago dinner that fascism is a deadly, insidious foe marching across nations and threatening democratic institutions. He urged vigilance and warned against cries of dictatorship that may erode faith in democracy. The speech titled Progress By Purges was broadcast nationwide.
A Ouachita Parish grand jury was sworn in Monday in district criminal court for a six month term. Judge David I Garrett urged focus on investigations into motor vehicle offenses by drunk drivers and noted a drop in fatal and injury crashes, stressing public duty to curb drunken driving.
George T. McSween Shreveport attorney and state bar of Louisiana director filed a writ of prohibition with the state supreme court. The petition contents will remain private until the high court discusses it.
Laborite Emanuel Shinwell slapped Conservative Commander Robert Tatton Bower in the House of Commons before the foreign affairs debate. The incident caused uproar as ministers demanded Shinwell leave. Shinwell apologized later, calling his act a fit of temper amid tensions over collective security and Chamberlain’s policy toward dictators.
