Dr Dowling spoke to the federation outlining safety first health as a slogan. The third day’s program featured Rev William Reese as chaplain. Sessions included business, officers, and the selection of next convention city. Streetcar ride closed the day with a city tour.

Five prisoners escaped from the parish jail early this morning after a white female prisoner sawed a cell lock to free her husband and workers removed boards from the rear wall. One escapee, Elie, had pled guilty to stealing $155 from Mrs Colvin and was sentenced to eighteen months last Tuesday. He described as small in stature and missing a peg leg. A prisoner known as Bill Batley Treat warned inspectors of an attempted jail break and letters about saws were found after Sheriff Heap notified officials.
Walter Parker of the New Orleans Chamber of Commerce and George H Maxwell urged a ten year mandate for a river regulation board. Senator Stroueard of Louisiana joined in backing the proposal as the House flood control committee heard testimony. The hearing continues tomorrow.

French artillery remains active in the Vaux Devaumont area while British activity notes a Kent powder factory explosion killing or injuring about two hundred. Norway seeks German submarine culpability for recent ship sinkings.

West Monroe merchants met with the mayor and council to discuss needed improvements on the West Side and to fund them with a proposed three mill land bond issue replacing a four mill tax. Plans include a new water plant above the city perhaps a filtration plant, with figures showing funding for electric light bonds, a 5 hp engine, a 20 hp motor and pump, labor, fire hose trucks, road machine, water main extensions, and more. Attendance favored the tax proposal.
Reported in a dispatch detailing military operations as forces advance to seize Villa. Officials say stronger troop deployment is necessary to secure positions and sustain momentum in the campaign.
Army headquarters indicate more troops may be needed to guard the expanding expedition lines. General Funston believes Villa is south of Chihuahua as the American force extends its communications frontier to about 300 miles.
General Funston informed the War Department that additional troops are being sent from Columbus to protect the communication line. No confirmation yet on major reinforcements. Nineteen Apache scouts and trailers are ordered from Fort Apache to join General Pershing. State Department reports Villa located south of Chihuahua City as of today.
San Antonio reports an official assessment from General Funston that Villa has fled beyond American lines and is operating south of Chihuahua City. If Villa heads toward Parral or Torreon, the campaign may continue only if railroads between Chihuahua City and the border are opened for troop movements to reinforce communications.
Reports from Mexican sources say Villa with a small band is south of Latevo and approaching Parral. The march suggests Villa may be headed toward Ture as of today, with details continuing on page wage x.
