SAIGON AP reports 312 Americans killed in Vietnam last week, an 18 percent rise, marking the war as the fourth costliest in U.S. history with 33,641 American deaths and 210,639 wounded. Allied and Vietnamese losses climb as the spring offensive enters its 40th day.
At United Nations headquarters the United States Britain the Soviet Union and France opened discussions on a Middle East peace settlement. Leaders and advisers gathered to set procedures and consider proposals from the US and Soviet Union as diplomats foresee a protracted process. Egypt and Jordan back the effort while Israel opposes any plan against its interests.
In moderate trading, the Dow fell 4.95 to 925.27 at 1 p.m. the AP index slid 0.9 to 334.0 as losses edged gains. Industrials declined 2.2 with transports and utilities easing. Motors, steels, electronics and aircraft showed mixed moves while gold stocks rose on higher European prices.

Lazaro Kavandame, who led a four year guerrilla campaign against Portuguese rule in Beira Mozambique, surrendered at a Mozambique border post on March 20 and urged followers to lay down arms. Officials describe him as tireless and fearless as fragmentation and exile among Makonde supporters continue.
The United States accused North Vietnam of using Laos and Cambodia as routes and bases for attacks on South Vietnam at the 11th full session of peace talks. The U S Weather Bureau predicts partly cloudy skies and mild temperatures in Northeast Louisiana through Friday with a cooler chances of showers on Saturday. In Monroe a high of 79 and a low of 56 were recorded with no rain. Winds southeast to south at 8 to 18 mph and midday dewpoints mid 50s to mid 60s.
UAW President Walter P. Reuther urged Congress to close tax loopholes and fund reforms to keep families out of poverty. He proposed a $300 per taxpayer credit and $125 per dependent, with annual cost of living adjustments, and a raise in personal exemptions while funding via general revenues. He called for capital gains taxation, end of certain charitable write offs, and changes to bond and oil industry tax provisions.
Detroit Free Press reports the Nixon Administration weighs a unilateral withdrawal of up to 50 000 U S troops if Paris peace talks fail. The plan aims to hand more control to Saigon but not a full pullout, with no timetable set.

State Board of Education will hold a special meeting in seven days to consider continuing tuition increases. The sole agenda item is student fees as Grambling College faces a 1.2 million dollar operating deficit with three months left in the fiscal year. A division of administration team will assess Grambling’s finances, possibly in a management consultant role, with coordination from the governor's office and budget committee.
