Treasury outlook shows expenditure rise curbing tax cuts to about 201 million dollars. Secretary Mellon tells the state finance committee a 200 million cap may require restoring automo bile tax and trimming the corporate levy from 12 1/2 to 12 percent. He outlines downward surtax changes and estate tax repeal with shifts in lost revenue and exemptions.
Hart street from Yton avenue to Harrison street is completed and opened to traffic. Paving began March 6 with laying of tiers and curbing finished yesterday. The project follows the recent paving of Gordon avenue’s portion.
Three British officers Hale and Graham and Telegraph Operator Jackson were killed when the sea plane engine exploded while returning to the aircraft carrier Hermes off Hong Kong on April 3.
Mrs. A L Goodson signed a contract for a large brick showroom and garage on Hall street near DeSiard. The 100 by 60 foot structure costs about 12000 dollars and will be leased to a tenant who will move in immediately after completion. Construction aims to finish in sixty to ninety days.
The Camp Fire girls council finance committee met with Mrs. C. C. Bell as chairwoman to outline the upcoming annual drive to fund local work. The campaign begins Friday and Saturday, with teams starting from Hotel Monroe after a 7 AM breakfast, and will involve all council members and civic clubs.

A fourteen year old street urchin aided police in thwarting a planned communist uprising in Canton. Police seized 4163 communists and found grenades arms and ammunition. Executions were reported with a claim that ten more reds would rise. Martial law remains in effect amid government unease and suspected Russian involvement.
Rayville chamber of commerce board of directors met with 19 of 25 present. George B. Franklin elected president Warren Hunt vice president and Fred Morgan treasurer. A secretary-manager search committee was formed to interview applicants and report next meeting. Horace Mangham praised northern Louisiana representatives for flood control efforts and John W. Pittsburgh April 3. Seventy five members of a Ma sonic lodge attended a banquet for charter members of the lodge the day after the death and burial of founder James W. Shields 76 of Blyth lodge West Newton who had planned this tribute three years ago before moving to Florida. Shields died in the southeast Wednesday and funeral services were held here yesterday.
Six adults were in a car traveling toward Swartz when it rolled over on a gravel highway. Mrs. J. R. McLemore, 18, suffered a fractured forearm and Pete Koveh, 30, a fractured wrist. the car belonged to Koveh and was driven by his brother George. The baby in the rear was unhurt. others had minor scratches. Mrs. McLemore and Koveh seek treatment at St. Francis sanitarium. The crash was blamed on a quick turn in loose gravel.
The first quarter of 1928 in Monroe shows $593 320 in building permits issued, more than double the $250 370 reported for the same period in 1927. March 1928 alone accounts for $435 980 in permits, not including Kalil & Son hotel projects or Ahe Arent’s Harrison street hostelry announced yesterday in the News Star.

David C. Stephenson, former grand dragon of the Indiana Ku Klux Klan, depose Evans in Michigan City Indiana jail claiming Evans instigated serious cases to block the extremist group in Pennsylvania. The deposition relates to a suit to stop the organization in the state.
Cicero Illinois April 3. A man was shot and beaten to death and two others severely beaten by Capone gangsters during today election day unrest in Cicero near Chicago. Victims Al Mazintis and William Pradowskas badly injured. the slain man unnamed. Police limited interference observed.
The Pitcairn Aviation corporation announced airmail service between Atlanta and New York and between Atlanta and New Orleans starting May 1. Test flights to train pilots will run until opening day. The route is planned as part of a trunk line from Boston to the Mexican border, with bids already sought for a New Orleans to Mexican border segment.
At the Maine state convention on April 3 delegates voted 489 to 174 to send 12 delegates to the national convention with instructions to vote as a unit for Governor Alfred E. Smith of New York for the presidential nomination. In Arlington Massachusetts James A Gallivan a Democratic congressman from Boston since 1914 died today at Ring hospital Anthigtown.
A Shrine ceremonial is planned in Monroe on Friday April 20 with up to 500 attendees from across north Louisiana. Shreveport will send at least 200, a special train will bring scenery to Monroe around 10 30 a m, lunch at 12 30 p m, a 2 p m parade, and an 8 p m ceremony possibly at Georgia Tucker school auditorium followed by an 8 30 p m grand ball for the return train departure.
Douglas, April 3. Notes from L. S. Peterson, former postmaster, claim the Republican Party exacted $2,000 in contributions from recipients of patronage over five years, driving him to debt. Peterson killed Elton Kirkland and then himself in a Sunday killing and letter found requests sending money to Ben J. Davis, a Georgia Republican committeeman, who denied any demand and called the letter a frame-up. Congressman Lankford said he would launch a full investigation.
Reports from Matagalpa say handbills distributed northeast of the town urge Nicaraguans to kill Americans, especially marines. The leaflets are believed to originate from General Augustino Sandino's rebel headquarters as Marine patrols press a scattered pursuit with no new contacts reported.
Five ships and two coast guard vessels battled a northern Pacific storm that stretched from Oregon to California. A fire aboard one vessel was believed controlled. Five guardsmen in a 36 foot launch drifted north of Heceta Head toward the Columbia River. Captain Lyle Slitt led aid to the distressed schooner Helen B. The Sterling lost gear and its rudder, while the steam schooner Ernest M. Meier reported being in danger off the Columbia River, taking aboard more than it could hold.
